Russia ‘for first time in its history’ has lost its monopoly on the Russian language, Zhadan says
The bilingual Ukrainian poet Serhiy Zhadan, who writes exclusively in Ukrainian, says that Russia “for the first time in its history has lost the monopoly on its own language,” a development that many in Russia find hard to accept and that even more in Ukraine see as a factor in the development of their country.

Aleksei Tsvetkov, a poet and essayist writing in Russian, notes that “more than once” he has heard others say the same thing and that Zhadan’s observation is important both in explaining Vladimir Putin’s anger and the implications for Russia of a truly independent Ukraine.
According to Tsvetkov, the issue of “who owns the Russian language” has always been resolved in Russia by silent acquiescence, with most Russians passively assuming that “the language belonged to the empire and that anyone who uses does so … as it were by a license extended to him from the center.”
Most empires, the Russian poet continues, are “in principle multi-lingual; but Russia in this sense is different from the majority of others” because while it has tolerated non-Russian languages on the further periphery of its holdings, it has not done so in the metropolitan center in which Russians believe Ukrainians fit.
Indeed, he argues, “the strategy of conscious Russification” which took off in the last third of the nineteenth century “over a comparatively short time achieved unique results: in the contemporary Russian language, local dialects practically disappeared;” and hence those who spoke what Russians viewed as variants of Russian were opposed.
“The relation of the average resident of the Russian metropolitan center to his language was formed by two main factors: a feeling of the center from which in the view of this resident this language was legitimately running the language and the absence of independent [cases] of the use of this language outside [Russia’s] borders.”
According to Tsvetkov, “such a situation was conceived as completely natural while in fact it was an exception” to the rules that have governed linguistic development in imperial and especially post-imperial spaces where people still speak a variant of the language of the former center but do not feel constrained by its approach.
“British, American, Indian and other variants can be called dialects only with difficulty. The linguist Max Weinreich once joked that a language unlike a dialect had its own army and fleet.” But in fact, this is simply English’s “decentralization,” which has happened with other imperial languages and is now happening with Russian.
In post-imperial countries where the population has its own language, the Russian poet continues, it often happens that the imposition or promotion of that language is at the center of nation building. Russian paradoxically is doing this even as Russia has not entirely given up its imperial past.
Russia’s “status as a nation state is still doubtful as it has not recovered to this day from its imperial sleep,” Tsvetkov says; but at the same time, he points out, Russia is pursuing “a purely nationalistic language policy” and seeking to impose it at home and abroad by force.
With the rise of Ukraine where many citizens speak Russian and Russian diasporas further afield, Russia is now being forced to confront a situation in which it doesn’t have a state monopoly on the language however much Putin would like to maintain that archaic form.
And this loss in control means, Tsvetkov says, that “Russian judging from everything will be forced to come to terms with the fact that it no longer has the right to dictate to the entire world” how Russian is used or spoken, regardless of what the Kremlin now thinks.

New Caribbean Crisis could become Kremlin's answer to U.S. presence in Turkey
Two Russian lawmakers from the Communist Party propose to deploy rocket systems in Cuba. This action could be an answer to the presence of the United States in Turkey.
According to the deputies, Washington is going to place its high mobility artillery rocket systems (HIMARS) in Turkish south. Russia fears the weapons will threaten its allies.
"The fire range of these rockets is around 500 kilometers. It poses a potential threat to Russia's partners, primarily, Armenia", the officials said.
The deputies add Soviet activity in Cuba during the Caribbean crisis in 1962 forced the United States to abandon their similar plans to deploy artillery in Turkey. Now the lawmakers propose to resort to this strategy once again.

"First, we should locate our artillery in Cuba with fire range similar to HIMARS. Then, it seems rational to restore our Signals intelligence facility (SIGINT) in Lourdes", Russian lawmakers claim.
Earlier Turkish Foreign Affairs Minister Mevlut Cavusoglu confirmed the U.S. was going to deploy artillery near Syrian border. It could be used to target areas held by the so-called Islamic State. According to the Minister, the HIMARS systems will be arriving in May.
The term Caribbean crisis refers to the confrontation between the United States and the Soviet Union in October, 1962. This dispute almost led to a full-scale nuclear war.

Russia an innovator of modern state propaganda
World press freedom hits lowest point in more than a decade
In 2015 Russia came out as "an innovator of modern state propaganda" as global press freedom declined to its lowest level in 12 years, the U.S.-based human rights watchdog concluded in its annual report, released on April 27.
'Freedom House' which campaigns for the expansion of freedom and democracy around the world, said that in 2015 "political, criminal, and terrorist forces sought to co-opt or silence the media in their struggle for power."
The report, titled "Press Freedom in 2015: The Battle for the Dominant Message", noted that these problems were most acute in the Middle East, where governments and militias "increasingly pressured journalists and media outlets to take sides, creating a "with us or against us" climate and demonizing those who refused to be cowed."
The share of the world's population that enjoys a free press stood at just 13 percent, meaning fewer than one in seven people live in countries where "coverage of political news is robust, the safety of journalists is guaranteed, state intrusion in media affairs is minimal, and the press is not subject to onerous legal or economic pressures," Freedom House said.
Syria remained the deadliest place in the world for journalists, with at least 14 killed in the country, and three more assassinated in Turkey, apparently by the militant group Islamic State.
The paper describes Russia as "an innovator of modern state propaganda," which in 2015 expanded its efforts to tightly control the news for domestic audiences and manipulate the information landscapes of several geopolitically significant neighbors, including Ukraine, Moldova, and the Baltic and Central Asian states.

"Domestically, the Russian government reoriented the focus of its misinformation machine from Ukraine to President Vladimir Putin's newest foreign exploit, the military intervention in Syria," the document noted, adding that the authorities "continued to exert pressure on the small space left for free expression, particularly targeting bloggers and journalists for their online publications."
Belarus, Russian-occupied Crimea, Uzbekistan, Turkmenistan were placed among world's 10 worst-rated countries.
The report also noted that media freedom declined "not just in repressive societies but also in Europe," singling out politicians in Poland, Serbia, and other states who "sought greater control over national media."

Thus, neither Ukraine nor European countries cannot compensate for losses caused by Yanukovych's and his allies' corrupt schemes. This casts doubts on the effectiveness of the international anti-corruption measures.

Russia will take military-technical measures if Sweden decides to join the North Atlantic Treaty Alliance, that`s according to Russian Foreign Minister Sergei Lavrov who was interviewed by the Swedish publication Dagens Nyheter, Ukrainska Pravda reports.
”If Sweden decides to join NATO, we will not think that the Swedes will move to attack us. This I can say straight away,” Lavrov said, according to Dagens Nyheter.
”But as the Swedish military infrastructure in that situation would fall under the High Command of NATO, then, of course, we will have to take the necessary military and technical measures on our northern borders, given the fact that on the other side of the border, there will be a military-political bloc, which considers Russia a threat and wants to deter it in every possible way,” said Russia`s top diplomat.
The Russian foreign minister did not specify the steps Russia can resort to, saying that this is up to the military – the Defense Ministry and the General Staff of Russia.
”It`s one thing when you`ve got neutral states among your neighbors in the North, and another thing when they are NATO member states, which, once again, we see as reality, but over the last period it [NATO] clearly proclaims its goal to deter Russia, calling it a major threat,” said Lavrov.

"Today, the terrorist website Anna News ceased to exist. Hackers # FalconsFlame and # Trinity sent us their unique video address and promised to place it directly on the site of Russian propagandists after posting it on YouTube channel. They fulfilled their promise a few minutes ago," Burko wrote.
On April 29 morning, the video message of Ukrainian hackers was placed on Anna News front page, stating that all classified information had been removed from the site.

"If you are watching this video, then we've cleared the information space from another Russian terrorists' website," a masked man says in the video.

Censor.NET reports quoting InformNapalm OSINT community volunteer Roman Burko.
"Today, the terrorist website Anna News ceased to exist. Hackers # FalconsFlame and # Trinity sent us their unique video address and promised to place it directly on the site of Russian propagandists after posting it on YouTube channel. They fulfilled their promise a few minutes ago," Burko wrote.
On April 29 morning, the video message of Ukrainian hackers was placed on Anna News front page, stating that all classified information had been removed from the site.

"If you are watching this video, then we've cleared the information space from another Russian terrorists' website," a masked man says in the video.
"Your administrator and user data has been given to InformNapalm volunteer intelligence group and sent to Ukrainian secret services. All the backups have been destroyed and we are the only ones who have a copy. We give you one last chance to start from scratch and do not use the information space for lies and terror," Ukrainian hackers stated.
Anna News front page also has the inscription "Glory to Ukraine!" and "Russia kills" with reference to russiakills.com - the chronology of Russia's war crimes in Ukraine.

La Pologne a annoncé vendredi son refus de laisser entrer un groupe de motards russes, dont des Loups de la nuit, un club fidèle au Kremlin, désireux de traverser l'Europe centrale pour célébrer le 9 mai à Berlin le 71e anniversaire de la victoire sur les nazis.
Le ministère polonais des Affaires étrangères a motivé ce refus par la nécessité de "garantir l'ordre public", selon un communiqué paru sur son site internet. Une note diplomatique dans ce sens a été transmise à l'ambassade russe à Varsovie jeudi.
L'an dernier également, les Loups de la nuit avaient été interdits d'entrée en Pologne, dans un climat de relations tendues entre Moscou et Varsovie.
"D'une part, d'après ce qu'ils disent, on pourrait croire qu'il s'agit d'un voyage +patriotique+. Mais d'autre part, la partie russe provoque aussi bien nous-mêmes que l'Europe, si bien qu'une grande prudence est de mise", a déclaré vendredi le président du Sénat, Stanislaw Karczewski, à la télévision privée Polsat News.
A la suite du refus, l'ambassadrice de Pologne a Moscou a été convoquée au ministère russe des Affaires étrangères, selon les médias polonais.
Club créé en 1989, peu avant l'implosion de l'Union soviétique, les Loups de la nuit compteraient 5.000 membres dans toute l'ex-URSS. Ils se sont illustrés en Crimée, la péninsule ukrainienne annexée en mars 2014 par la Russie, ainsi que dans le bastion séparatiste de Lougansk, dans l'est de l'Ukraine, où plusieurs membres du club ont rejoint les combattants rebelles.

Après une tentative ratée, une fusée a quitté pour la première fois la Terre depuis le nouveau cosmodrome de Vostotchny, dans l'Extrême-Orient du pays.
Le premier lancement d’une fusée Soyouz depuis le cosmodrome flambant neuf de Vostotchny a réussi à la deuxième tentative. «Le lancement de la fusée a eu lieu avec succès» à 11h01 locales (3h01, heure française), a annoncé triomphalement l’agence spatiale russe Roscosmos. A 11h10, les trois satellites étaient en orbite.
La solennité de l’inauguration du nouveau cosmodrome était soulignée par la présence de Vladimir Poutine, arrivé la veille dans l’Extrême-Orient russe pour assister à un lancement prévu initialement vingt-quatre heures plus tôt. Mais mercredi, le décollage a été interrompu in extremis, alors que le décompte avait déjà commencé, après un «arrêt automatique» de la procédure, à cause du «dysfonctionnement d’un câble», selon la version officielle fournie par Roscosmos.
«Laisser-aller»
Poutine n’a pas caché son mécontentement face à cette tentative avortée et a saisi l’occasion pour critiquer le «laisser-aller» qui règne dans l’industrie spatiale. Après le succès du deuxième lancement, le président russe a cette fois félicité l’ensemble des équipes, en déclarant avec mansuétude que «la technique a été mise à rude épreuve [mercredi] et le lancement a été arrêté, mais cela arrive. C’est un phénomène normal». Ce qui ne l’a pas empêché de convoquer ensuite le vice-Premier ministre Dmitri Rogozine, chargé du secteur spatial, le directeur de Roscosmos, Igor Komarov, et le directeur général de l’entreprise qui a fabriqué le fameux câble, Leonid Shalimov, pour leur passer un savon , rapporte le quotidien Kommersant.
L’inauguration du cosmodrome Vostotchny par un lancement finalement réussi est un événement de taille pour la Russie, dont le secteur spatial, jadis un fleuron de l’industrie soviétique, est mis à mal ces dernières années par une série d’échecs. L’édification même de Vostotchny, «le plus grand chantier du pays» a 300 à 400 milliards de roubles (4 à 5,3 milliards d’euros), n’a pas été épargnée par le scandale – délais et coûts plusieurs fois dépassés, détournements de fonds , qui font aujourd’hui l’objet de dizaines d’enquêtes judiciaires. «Malgré tous les échecs, la Russie reste la puissance dominante en termes de nombre de lancements spatiaux», a néanmoins rappelé Poutine, qui s’est personnellement impliqué dans la construction du cosmodrome, décidée en 2007 et commencée en 2012, notamment dans le choix de l’emplacement, dans la région de l’Amour.

Vostotchny est appelé avant tout à réduire la dépendance de la Russie à l’égard du Kazakhstan où se trouve le grand cosmodrome russe de Baïkonour, pour lequel Moscou doit débourser un loyer annuel de 115 millions de dollars (101,5 millions d’euros). En 2017, un deuxième Soyouz 2.1a doit être lancé, tandis que débuteront les travaux pour le deuxième pas de tir, destiné à lancer les fusées Angara dès 2021. A partir de 2018, le cosmodrome fonctionnera à plein régime, en exécutant également des commandes commerciales, dont le lancement des satellites internet OneWeb par Arianespace.

- Les "cerveaux" les plus illustres ont émigré de longue date dans les pays occidentaux où ils ont pu obtenir des salaires sans commune mesure avec ceux de la Russie.
- Les conditions financières mises par Nazerbaïev à l'utilisation du site de Baïkonour pénalisent fortement les russes.
- Le site de Kourou proposé par Ariane Espace pour le lancement de fusées à vocation commerciale avantageait fortement les russes (site situé idéalement sur l'équateur) Qu'en est-il aujourd'hui ? Je n'ai pas recherché spécialement l'info...
Conclusion : les russes sont au plus mal actuellement au niveau spatial : perte de Baïkonour. Fuite des cerveaux et coupes sombres budgétaires depuis les décennies précédentes...

Là dans le soucis de propagande poutinienne, ils ont tenté un lancement depuis la russie . . . et nada, troisieme tentative pour que la fusée parte.
Ben oui, l'ESA manque à l'appel . . .

La Russie a fait décoller avec succès, jeudi 28 avril, une fusée Soyouz depuis le nouveau cosmodrome Vostotchny, dans l'Extrême-Orient russe, premier succès pour ce nouveau pas de tir malgré le faux départ d'une première tentative avortée mercredi.
Ce succès est une bonne nouvelle pour le secteur spatial russe, qui a ainsi inauguré ce cosmodrome au coût gigantesque appelé à remplacer la légendaire base de Baïkonour et censé marquer la renaissance d'une industrie humiliée par plusieurs échecs ces dernières années
