More MH17 docs released, Dutch govt. assumed Russian separatist to be responsible
A court forced the Ministry of Security and Justice to publish more documents on the disaster with flight MH17 thanks to a joint call on the Freedom of Information Act by broadcasters NOS and RTL Nieuws and the Volkskrant. A number of new details were revealed, including that the Dutch government assumed from the first that Russian separatists were behind the downing of the plane, according to NL Times.
The documents released are the interpretation in reports of the National Coordinator for Counterterrorism and Security written shortly after the disaster. It involves facts over what happened, the perpetrators and large problems expected to follow. RTL Nieuws published the documents on their website, NL Times reported.
The Dutch government quickly realized that no one could have survived the crash and that there were probably many Dutch victims. They were right – 196 of the 298 victims were Dutch. ”Given the images of the crash, the probability of survivors is nil”, the documents read. And: ”(…) it is very likely that some of the victims are of Dutch nationality. Given the holiday period it is likely that there were several children on board.”
Officials also worried about major emotional unrest the disaster will cause. ”The event will cause a lot of emotions given the high number of (Dutch) victims… If there are children among the victims that will increase the emotions… If there are signs that the plane was shot down, this will create an additional shock, especially if it was done intentionally.” The government held a close eye on opinion polls, the media and comments on social media.
The reports also reveal that senior officials initially wanted prosecution of the perpetrators to happen in the Netherlands. ”Prosecution in the Netherlands is desirable.”
The documents also reveal how the government handled the aftermath and the problems they faced from day one, for example difficulties with the repatriation of victims. ”The Netherlands is at risk of becoming a pawn in the propaganda war”, can be read in a Security and Justice report titled Risks and threats.
On July 23, six days after the disaster, the National Coordinator sent a piece to the crisis team of ministers that read: ”The unguarded state of the disaster state and the reported compromise of wreckage reaffirm that investigation into the circumstances of the disaster will be difficult. There may also be needed to take into account the possibility that not all bodies or body parts will be found or identified.”
The Day of National Mourning is also discussed in the documents. On July 22 officials were discussing holding the mourning day on September 25. It was also proposed to only have a dozen victims carried from Eindhoven Airbase to Hilversum in hearses, the rest in simpler coffins with army vehicles, ”otherwise it will take too long”. But by shortly afterwards the Ministers decided to have the Day of National Mourning the next day, July 23. All arrangements for the ceremony were made in less than 24 hours.
The documents make clear how important the government found it to have family members centrally involved at all meetings.

Former prime minister Tony Abbott is urging Russia to own up to its role in the fatal downing of flight MH17, amid claims new evidence shows rebels weren't to blame. This is according to news.com.au.

Mr Abbott, who was prime minister at the time of the crash, dismissed the claim.
'Russians would say that,' he said on Tuesday.
The evidence showed a Russian missile battery crossing the border into Ukraine, downing the jet and heading back to Russia, he said.
Mr Abbott doesn't lay personal blame solely with Russian President Vladimir Putin but says the leader bears a heavy responsibility.
'I think the sooner Russia owns up to its role in all of this, and does what it can to offer restitution to the families of the victims, the better.'

The Russian military claim comes two days before a Dutch-led investigative team is to release a report on where the missile was fired.
A Dutch Safety Board investigation reported last year a missile was fired from rebel-held territory, but did not specify who had fired it.

New frontier of Russian lies
The tragedy the world witnessed July 17, 2014, has changed dramatically the nature of Russian aggression in Ukraine. On this day, a Malaysian Boeing was downed from the sky over Donbas. Nearly 300 people were killed in that horrific crash. Before that day, many European powers chose not to really notice what was going on in the east of Ukraine in favor of their economic ties with Moscow. But the death of EU citizens on board that plane forced many European governments to change their approach to the situation. Politicians were just forced to open his eyes. Sanctions were imposed against Russia (and they are still enforced to this day) and almost the entire civilized world started helping Ukraine.
Many people, especially in Russia, are trying to erase from memory the events in Donbas back in those hot days. At the time, the Kremlin, after an almost bloodless occupation of Crimea, was obsessed with the destruction of the Ukrainian state, toying with the idea of a mythical "Novorossiya". To implement this idea, thousands of soldiers and officers "voluntarily" left for “vacations” but still drove their officially assigned armored vehicles to seize the Ukrainian land. That is how the Kremlin explained hundreds of freshly-dug graves in different parts of their vast country. Ukraine was returning Russian "volunteers" home. In various shapes.
Back in the day, there were almost daily reports of Ukraine’s losses – downed warplanes and helicopters, which used to halt the advance of Russia’s “strayed” Russian convoys of military equipment. Two years ago, Putin explained that military equipment to be used in such a conflict is "always somewhere around", while anti-aircraft missile systems, as well as the Russian uniform, can obviously be purchased "in any military outlet". It is no surprise that on July 17, 2014, Russia's state news agencies, like TASS, referring to militants who occupied parts of Donbas, proudly reported the downing of yet another Ukrainian An-26.
When it turned out that it’s a passenger jet that had been hit, Russian propaganda started producing at warp speed different versions of the incident and developing conspiracy theories. Brainwash masterminds came up with the Spanish ground control officer “Carlos”, who allegedly navigated MH17 from the tower and personally “saw” (in binoculars?) two fighter jets approaching with Ukrainian tridents on their wings. A similar vision - in the form of two vulture-jets allegedly attacking a civilian plane – stood in the eyes many militants and other "eye-witnesses" who elaborated to the Russian media on what they had personally seen (!) happening at some 10k altitude. There was also a "secret witness", whose testimony had to drop all charges against Russia, shifting the blame on the Ukrainian hero – an actual combat pilot Vladyslav Voloshin. But when it turned out that the Su-25, at which the Kremlin pointed fingers, was simply unable to hit targets at such altitudes due to its technical characteristics, the Russian "analysts" thought of nothing better reclassifying the “killer jet” to a Su-27.
On July 21, 2014, Head of the Main Operations Directorate of the General Staff General Kartapalov was speaking confidently at a presentation held at the Daily operations control center of Russia’s Aerospace Forces Russia on the causes of the MH17 tragedy. The slides showed the alleged movement Ukrainian Buk-M1 air defense systems. Then it was also stated that the Russian air monitoring means spotted a Su-25 belonging to the Ukrainian Air Force just 5 km from the Boeing. "Why was the warplane flying on air path designed for civil aviation almost simultaneously and at the same altitude with a passenger aircraft? I would like to hear an answer to this question," the Russian general said, with apparent concern in his voice.
More than two years after that event, the answer was voiced in the same briefing room. It turned out that there had been no Captain Voloshin, piloting his Su-25 in dangerous proximity to the Boeing. Just as there has been no Su-27.
On the eve of the release of the results of an official Dutch investigation, scheduled for September 28, the "Empire" has decided to go for a pre-emptive strike, unexpectedly releasing details of their radars and reporting that there had been no airborne side objects near the Malaysian aircraft before its disintegration.
However, having officially abandoned the version of the Ukrainian stealth aircraft, the Russian Ministry of Defense provided yet another piece of "irrefutable evidence" of the attack of the Ukrainian military against MH17. Now the only version of a Buk missile launch is in the works, in order to be closer to the results of the Dutch investigation. It turns out that the Russian radars saw the entire air situation, to the last detail, but only in the occupied part of Donbas. And especially, in the area of the village of Snizhne, where, the Buk missile launch site was located, according to an international investigation.
Head of the Russia’s radio technical troops of the Aerospace Forces of Russia General Koban said that had the missile been fired from the areas of Donetsk region beyond the Ukrainian government control, Russian radars would have recorded such fact. Apparently, that’s the very radar that “saw” the Ukrainian Su-25 two years ago...
To be more convincing, the General even told how the "eyes" of the Russian army monitor a much smaller object loitering along the Russian-Ukrainian border – a Russian drone Orlan-10. He claimed that if such a small object was identified, the Russians would have never missed a missile launch from the bordering part of the seized Donbas. But there’s another thing regarding these Orlan UAVs. As soon as the Ukrainian military manage to shoot them down, this hi-tech miracle of the Russian aeronautic industry automatically "goes on vacation" (just like the Russian troops going into Ukraine since 2014), while Russian "partners" once again pretend that the UAV is not theirs, and they have nothing to do with it.
Thus, the Russian Ministry of Defense, or rather, the Ministry of Misinformation has reached another frontier of lies. As soon as the evidence has been collected of the insolvency of their earlier tales of Ukrainian aircraft, they jump over to the version of a Ukrainian Buk.

L'armement disponible en Ukraine n'est pas à l’origine du crash mais celui disponible en Russie, oui.

Des missiles ont été tiré dans le plus grand secret en Finlande pendant l'enquête judiciaire sur l'attaque du vol MH17 pour déterminer par quel type de missile BUK l'avion a été touché, c'est ce qu'affirment des sources proches de l'enquête.
L'equipe de recherche (JIT) a tiré plusieurs types de missiles dans le plus grand secret lors de la reconstruction de l'attaque. Selon nos sources ces preuves démontrent sans l'ombre d'un doute ce que l'OvV (NdT: Similaire au BEA) avait déjà conclu plus tôt: l'attaque a été commise avec un missile air-sol Russe et pas avec la variante Ukrainienne de l'arme, comme le prétend Moscou.
Les pays touchés ne vont pour le moment pas annoncer de stratégie définitive pour la suite de la procédure. Juste après l'attaque le cabinet (NdT: probablement celui du PM des P-B) pensait pouvoir rapidement déterminer si les suspects seraient jugés devant un tribunal international devant un tribunal national de l'un des pays touchés. Vu qu'il n'y a toujours pas de stratégie claire les partis d'opposition CDA et D66 se montrent inquiet. "Si le type de missile BUK et la position de tir est connue, alors il est aussi possible de savoir qui était à cet endroit" dit le député CDA Omtzigt, "Demain on aura des suspects mais il n'y aura pas encore de juge et tribunal. Mais on ne peut pas laisser des gens suspectés d'avoir abattu le MH17 en liberté trop longtemps."
Un tribunal coûteux
Selon des sources proche du cabinet la stratégie pour les poursuites a totalement changée. Ce sera seulement lors de la publication du rapport final du JIT que l'on connaitre quel sorte de tribunal poursuivra les suspects de l'attaque du MH17. "Tout a été entre temps réglé jusqu'au moindre détail", selon une source proche, "Dès qu'il y aura un suspect en vue, on pourra alors mettre en place ce tribunal. Il n'y aura alors qu'à décider de l'allocation de siège entre les pays et du coût - car ce sera un procès très cher"
La raison pour laquelle les pays du JIT attendent de décider quel type de tribunal sera utilisé est qu'ils veulent que ca dépende de l'identité des suspects qui seront accusé: "Pour un accusé seul il est mieux de profiter d'un tribunal national car l'extradition est plus facile. Pour un group d'accusé un tribunal international est mieux. Dans les faits on ne peut se permettre aucune erreur".

Le parquet néerlandais a identifié une centaine de personnes potentiellement impliquées dans le tir du missile.

Les procureurs internationaux ont également indiqué que le missile avait été transporté depuis la Russie. « Sur la base de l’enquête pénale, nous pouvons conclure que le vol MH17 a été abattu le 17 juillet 2014 par un missile BUK apporté du territoire de la Fédération de Russie et qu’après le lancer, le système a été réacheminé en Russie », a affirmé Wilbert Paulissen, l’un des responsables de l’enquête.

Selon les données des radars russes placés à la frontière avec l’Ukraine et les informations communiquées aux forces armées russes par les responsables des républiques autoproclamées de Donetsk et de Lougansk, le vol MH17 a été approché par deux avions civils ainsi que par un drone en matériaux composites Orlan-10 long de près de deux mètres.
« A titre de comparaison, il faut noter qu’un missile Bouk fait plus de 5,5 mètres de long, 0,4 mètre de diamètre et environ 1 mètre d’envergure. Le missile est réalisé en métal, possède une surface réfléchissante efficace plus importante que le drone et présente une cible plus simple pour la détection au radar », a indiqué Andreï Koban.
Les systèmes de DCA ukrainiens
Toujours d’après Andreï Koban, les matériels techniques russes ne permettent pas de savoir ce qui s’est passé dans les régions situées à l’ouest du Boeing. La lumière sur un éventuel tir d’un missile Bouk pourrait être faite par des clichés pris depuis l’espace par les Etats-Unis et l’Ukraine, mais les deux pays refusent de les publier.
« Kiev n’a toujours pas rendu publique l’information sur l’emplacement de ses batteries antiaériennes Bouk-M1 le jour du drame ni sur la conversation des contrôleurs aériens, avant tout militaires. Il n’a toujours pas publié les données sur l’activité de ses radars ce jour-là, ni sur le fonctionnement des systèmes ukrainiens de DCA, ni les déclarations des témoins », a souligné le porte-parole du ministère russe de la Défense, Igor Konachenkov.
Données contradictoires
Les nouvelles déclarations du ministère de la Défense sont contraires à celles qu’il avait faites il y a deux ans, a constaté dans une interview à RBTH Alexandre Khramtchikhine, directeur adjoint de l’Institut de l’analyse politique et militaire.
En 2014, les militaires russes ont indiqué, se référant aux données du renseignement, avoir remarqué à 5 kilomètres du vol MH17 un chasseur Soukhoï Su-25 qui peut être doté de missiles R-60 air-air. Par la suite, les enquêteurs russes ont affirmé disposer des témoignages du pilote ukrainien qui a confirmé l’implication de l’avion militaire dans le drame.
Alexandre Khramtchikhine a fait remarquer que toutes les données et hypothèses sur le crash publiées par la presse tant en Russie qu’en Occident suscitaient la perplexité parmi les experts.
« Toute personne qui connaît les caractéristiques tactiques et techniques du Su-25 et du Boeing-777 sait que ces deux avions ne pouvaient pas se croiser dans le ciel. Le chasseur ne monte pas à une altitude de 10 000 mètres et ne vole pas à la vitesse d’un appareil civil », a-t-il noté.
De nombreuses questions se posent également à la lumière des nouvelles données selon lesquelles les radars russes ne pouvaient pas repérer un missile Bouk M1 au cas où celui-ci aurait été tiré depuis l’Ukraine.
« La portée du missile Bouk est d’une trentaine de kilomètres. Peu importe de quel côté de l’avion il est parti, si c’est depuis le camp des milices populaires ou les positions de l’armée ukrainienne. La distance est trop courte et il est possible de le détecter au radar », a ajouté l’expert.
L’enquête ne dispose pas non plus de l’enregistrement des conversations de la tour de contrôle de l’aéroport de Dniepropetrovsk avec le Boeing malaisien, a dit à RBTH Igor Korotchenko, rédacteur en chef du magazine Défense nationale. « Ces documents ont été saisis par le Service de sécurité ukrainien, mais n’ont pas été remis aux enquêteurs néerlandais pour analyse », a-t-il souligné.
Coopération avec l’enquête néerlandaise
Le Parquet néerlandais présentera cet automne son rapport sur l’arme ayant détruit le Boeing. L’enquête a d’ores et déjà déclaré qu’elle entamait l’étape finale des travaux.
Selon Alexandre Khramtchikhine, la publication des nouvelles données du ministère russe de la Défense est liée à la prochaine déclaration des enquêteurs néerlandais.
Toutefois, a précisé Igor Korotchenko, les informations du ministère russe doivent être rattachées au dossier du crash et examinées par les enquêteurs néerlandais avant la publication des résultats de leurs investigations. Ces données prendront la forme d’une affaire pénale qui sera soumise par la suite à la justice.

"To my mind, the most efficient way would be to create a mechanism under the aegis of the UN Security Council to bring the perpetrators to justice," the president said at a National Security and Defense Council meeting on the defense budget.
Strong support from the international community, as well as cooperation with all countries involved in the matter are essential for successful completion of the investigation, he said.
He also said he was hopeful that not only those who committed this crime, but also those who gave the order would be named.
The president thanked the Joint Investigation Team for "independent and objective step-by-step determination of all circumstances and all guilty of this terrible tragedy." Ukrainian experts also take part in the JIT's work as well, he said.
The president instructed Ukraine's Ministry of Foreign Affairs, the SBU Security Service of Ukraine, Ministry of Defense, Ministry of Justice to continue coordination of efforts for the JIT to present the final results of the investigation with surnames as soon as possible. Then, it will follow by coordinated action with the involvement of national courts. Simultaneously, it is also necessary to continue actions on bringing the perpetrators to justice in international courts, he said.

Le missile qui a détruit le Boeing 777 de la Malaysian Airline le 17 juillet 2014 a été fourni par la Russie et tiré par les forces pro-russes. Moscou persiste à accuser l’Ukraine et les perspectives de voir les coupables traduits en justice restent incertaines
C’est un missile sol-air BUK livré par l’armée russe qui a abattu – probablement par erreur – le Boeing 777 de la Malaysian Airlines reliant Amsterdam à Kuala Lumpur le 17 juillet 2014, causant la mort des 298 personnes à bord. Le missile a été tiré depuis un champ à proximité du hameau Pervomaïsk, une zone à l’époque et aujourd’hui encore contrôlée par les militaires pro-russes dans l’est de l’Ukraine. Dès le lendemain de la catastrophe, le système BUK incriminé a été rapatrié en Russie pour masquer les traces du forfait, sur fond de guerre entre l’armée ukrainienne et les séparatistes pro-russes soutenus par Moscou.
Ce sont les conclusions rendues publiques mercredi par l’Equipe d’enquête conjointe (EEC) comprenant des experts malaysiens, australiens, belges, ukrainiens et dirigée par les Pays-Bas, qui compte le plus grand nombre de victimes. Mercredi à midi, juste avant la publication de l’enquête officielle, le porte-parole du Kremlin Dmitri Peskov déclarait déjà que le missile meurtrier n’avait pas pu être tiré depuis le territoire contrôlé par les séparatistes. «Il existe des faits irréfutables. […] Il est important de tirer des conclusions en étudiant les dernières informations publiées par nos militaires, en particulier les données brutes des radars», a insisté Dmitri Peskov, faisant référence à une conférence de presse organisée lundi au Ministère de la défense. A cette occasion, des généraux russes ont présenté aux médias une représentation graphique des circonstances de la catastrophe, d’où il ressort qu’aucun missile n’a été tiré depuis le territoire sous contrôle des pro-russes. Moscou affirme que le missile a été tiré par l’armée ukrainienne.
La crédibilité de la version russe souffre cependant d’avoir été modifiée à plusieurs reprises. Quatre jours après la catastrophe, le Ministère russe de la défense avait déjà présenté aux médias une version «irréfutable», dans laquelle un avion d’attaque ukrainien Su-25 tirait un missile air-air sur le Boeing. Or, le Su-25 vole deux moins vite que la vitesse de croisière du Boeing 777 et n’est techniquement pas capable de l’abattre. Moscou a ensuite avancé que l’avion ukrainien était un chasseur Su-27. Lundi dernier, ces deux versions étaient passées sous silence, la presse n’étant pas autorisée à poser des questions.
Coopération illusoire
Les conclusions de l’enquête internationales sont embarrassantes pour le Kremlin, qui présente un récit contradictoire du conflit dans l’est de l’Ukraine, qui a fait près de 10 000 morts. Le président Vladimir Poutine a décrit les combattants pro-russes comme des mineurs et des paysans du Donbass prenant les armes pour défendre leur terre contre l’agression de Kiev. En dépit de l’évidence du contraire (constatée entre autres par les observateurs de l’Organisation pour la sécurité et la coopération en Europe), Moscou a toujours formellement nié fournir des armes et une assistance militaire aux séparatistes. Une manière de se dégager de toute responsabilité, y compris au sujet de la catastrophe du vol MH17. La position actuelle du Kremlin rend donc improbable une coopération avec les autorités judiciaires internationales qui seront chargées de juger les coupables.

Le ministère de la Défense russe a réaffirmé que Moscou n'avait fourni aucun missile aux rebelles ukrainiens, ajoutant que les seules données détenues par les enquêteurs internationaux sur le MH17 provenaient des autorités de Kiev et d'internet.
«Aucun système de missiles russes, y compris Bouk n'a jamais traversé la frontière russo-ukrainienne», a martelé le porte-parole du ministère russe de la Défense, le général Igor Konachenkov.
L'officiel a ainsi réagi aux conclusions de l'équipe d'enquête conjointe (JIT) dirigée par les Pays-Bas qui a publié son rapport plus tôt dans la journée du 28 septembre. Le JIT a notamment affirmé que le Boeing malaisien MH17 avait été abattu par un missile sol-air Bouk lancé à partir d'une zone contrôlée par les rebelles dans l'est de l'Ukraine et que le système de missile en question provenait de Russie.
Ces affirmations ont été démenties dans la journée du 28 septembre par le groupe Almaz-Altey, producteur desdits missiles et qui a tenu une conférence de presse sur la question. Lors de cette dernière, le porte-parole du président du groupe a indiqué que Almaz-Altey avait effectué trois simulations démontrant que le lieu de lancement du missile ayant abattu l'avion se trouvait dans une zone contrôlée par l'armée ukrainienne.
Des preuves insuffisantes et dictées par Kiev
Igor Konachenkov a par ailleurs émis des doutes sur les sources utilisées par le JIT.
«Toutes les données qui ont été présentées aujourd'hui à la séance d'information du groupe d'enquête provient de deux sources principales : internet et les services de renseignement ukrainiens. Par conséquent, l'objectivité de l'information et la base de leurs conclusions ne peut que soulever des doutes», a-t-il fait remarquer
Le porte-parole du ministère de la Défense a souligné que les allégations formulées par le JIT exigeaient des preuve solides, ce qui est loin d'être la cas.
«Ces allégations sont graves. Dès lors qu'elles ont été rendues publiques, elles nécessitent une argumentation sérieuse et surtout, des faits», a ajouté le porte-parole.
Igor Konachenkov a également exigé des enquêteurs internationaux la publication des données radar du côté ukrainien.
«Lundi [26 septembre], nous avons révélé au niveau mondial les données radar russes sur la situation de l'espace aérien le jour de la catastrophe [le 17 Juillet 2014]. Ces données ne peuvent être réfutées et seront seulement confirmées par les données des radars ukrainiens qui seront similaires», a déclaré Igor Konachenkov, ajoutant que les autorités russes étaient prêtes à contribuer à l'enquête.
«Il est de notre intérêt de mener une enquête objective pour identifier les véritables auteurs de l'incident du 17 Juillet 2014 et nous continuerons à fournir toute l'assistance nécessaire à cette enquête», a-t-il conclu.

States, which investigative agencies are involved in the inquiry of the tragedy of the Malaysian MH-17 aircraft crash, continue working on defining the mechanism for bringing perpetrators to justice in view of the impossibility of creating a tribunal, the Foreign Ministry of Ukraine said.
"The investigation of specific suspects, subordination circuit and command transmission are underway now to ensure transferring the case to a court of an appropriate jurisdiction in the near future. No doubt, creating of an international tribunal under UN Security Council auspices would be the most effective," the Foreign Ministry statement says. The statement followed the announcement of the results of the investigation of the International joint investigation team (JIT) of the inquiry into the MH17 tragedy in Donbas.
"In spite of the widespread international support for this idea, Russia became the only country that vetoed the UN Security Council resolution on the establishment of such a tribunal. States, which investigative bodies are involved in the investigation, continue working on defining the mechanism to bring the perpetrators of this tragedy to justice," the foreign ministry said.
As reported, international Joint Investigation Team (JIT) in the course of the criminal investigation concluded that flight MH17 was shot down by a missile of the 9M38 series, launched by a BUK-TELAR. The BUK-TELAR was brought in from the territory of the Russian Federation and subsequently taken back to the Russian Federation.
According to the investigation team, the missile was launched from farmland in the vicinity of Pervomaiskiy (or: Pervomaisky), an area controlled at the time by pro-Russian fighters.

Vilify and Amplify: How the Kremlin’s Disinformation Machine is Attacking the MH17 Probe
News in the section ‘Context’ are not fakes. We publish them in order to provide you with a deeper understanding of the techniques and methods used by the Russian government in its information war.

The Kremlin has turned its disinformation machine on those who are investigating the shoot-down of Malaysia Airlines Flight MH17 over Ukraine in July of 2014, using state employees, state-run media, and the state-run, though unacknowledged, “troll factory” of fake Internet accounts.
The primary goal of the media attacks has been to undermine the credibility of citizen journalist group Bellingcat, an independent researcher into the crash. [Editor’s note: Eliot Higgins, the founder of Bellingcat, is a nonresident senior fellow for Digital Forensic Research Lab with the Atlantic Council’s Future Europe program.] The Dutch Safety Board (DSB), which conducted an official investigation in 2015 and concluded that MH17 was downed by a surface-to-air missile, has also been targeted.
The attacks have followed a pattern that could be termed “vilify and amplify.” They come just before the publication on September 28 of the results of a criminal investigation into the crash by an international team led by the Dutch prosecutor’s office.
These attacks reveal how the Kremlin public-relations machine works. They also reveal the extent of the Kremlin’s concern ahead of the publication of the criminal investigation. Going by the attacks on Bellingcat, the criminal investigation itself can anticipate a similarly aggressive response, should its findings be unfavorable to the Kremlin.
The leak
On September 14, independent Russian newspaper Novaya Gazeta published a leaked document from state-owned arms manufacturer Almaz-Antey. This document claimed to disprove Western theories of how MH17 was downed, including both the DSB findings and evidence advanced by Bellingcat that Russia provided the weapon used. Mikhail Malyshevsky, an Almaz-Antey expert, signed the document.
Novaya‘s reporting focused on the political implications of the leak. Citing its own lack of technical expertise, the paper published the leaked document alongside a response from Bellingcat, which addressed and dismissed many of Almaz-Antey’s claims.
In contrast, the Kremlin-funded Internet outlet Sputnik failed to show either restraint or balance in its reporting on the leaked document and its contents.
Only a few hours after Novaya published its article, Sputnik ran articles on the Novaya report in English, French, German, and Polish. A Spanish version followed. Not one of these articles mentioned the Bellingcat response published by Novaya, and each added hostile language.
The English version accused Bellingcat of “systematic lying” in its presentation of evidence about the causes of the crash. The French article said that Bellingcat had been “unable to furnish objective proof to support its accusations against Russia,” while the German account deemed Bellingcat “tireless in their attempts to prove Russia guilty.”
None of these comments was attributed to an external source; they were interpretations added by Sputnik. These articles cherry-picked information in the Novaya article, and amplified parts of the article that challenged Bellingcat’s credibility.
The blog
Simultaneously, a document was published by segodnia.ru, a Russian nationalist site. Written by a group of analysts calling themselves “anti-Bellingcat,” but unsigned, this document has a number of troubling features. The first is the anonymity with which it was published. The second is the tone of vilification. The introduction called Bellingcat “pro-Ukrainian (pro-American?)” and “sofa experts,” accused the group of a selection of “fakes and falsifications,” and called them, strikingly, “our opponents.”
This adversarial tone raises doubts about the group’s objectivity.
Despite this, Kremlin-funded media amplified and proliferated the document unquestioningly. Sputnik’s English-language edition, for example, ran one article about the document immediately after the blog post emerged, and a separate article two days later. These articles were one-sided, adding editorial comments such as “the authors of the ‘Anti-Belligcat (sic) Report’ will continue their work to debunk the myths and falsifications being spread by the Bellingcat ‘experts.’”
Sputnik’s Italian edition published an even more biased article, claiming that Bellingcat’s objective is “to prepare public opinion for the fact that the pro-Russian militias of the Donbass, Russia and its armed forces are to blame for the disaster.” This article turned out to be a translation of a segodnia.ru report, without attribution.
Thus the unnamed bloggers vilified Bellingcat; Sputnik amplified them. This “vilify and amplify” technique cannot be qualified as journalism. It can only realistically be considered a smear campaign.
The bloggers
On September 16, Russian tabloid Komsomolskaya Pravda (KP) ran an interview which revealed the names and occupations of two of the “anti-Bellingcat” document’s authors. Their identities shed further light on the Kremlin’s methods.
One of the authors is Malyshevsky, the man who drafted the Almaz-Antey report leaked to Novaya. Malyshevsky is a technical expert, but he is also a high-ranking employee in a state-owned company set up by order of Russian President Vladimir Putin in 2002. His independence and objectivity are, therefore, open to question.
The second author was Yury Kotenok, editor of segodnia.ru and head of the press office at the Russian Institute for Strategic Studies, a think tank also created on Putin’s orders. According to the New York Times, RISS has ties to Russian intelligence. Its director, Leonid Reshetnikov, is a former lieutenant-general in Russia’s intelligence service, the SVR.
Kotenok regularly publishes video blogs supporting the separatists in Ukraine. He also comments for Russian far-right outlets, including Den TV and Zavtra, which combine nationalism with conspiracy theories. He cannot be viewed as impartial.
At no point in Sputnik’s subsequent reporting was Kotenok’s affiliation made clear. One article described him simply as a “leading author” of the “anti-Bellingcat” report. Later articles did not name him at all, whether in English, German, French, or Spanish. A sister TV station, RT, named both Kotenok and Malyshevsky and accurately identified Malyshevsky, but referred to Kotenok only as the editor of segodnia.ru, not mentioning his other affiliations.
This use of the Kremlin media to amplify criticism of perceived opponents regardless of the credibility of the critic is consistent with earlier practice, such as RT’s biased reporting on Ukraine and Turkey.
Send in the trolls
The final piece in the machine is the Kremlin’s “troll factory.” This is an organization whose employees are paid to post fake content on the Internet. A number of websites purporting to be news agencies have been traced to the factory. These include riafan.ru, nahnews.org, fapnews.ru and nation.news.ru, all of which amplified the anti-Bellingcat reports.
Riafan.ru, for example, published an article that set out the key anti-Bellingcat arguments as if they were its own. Fapnews.ru attributed its article to anti-Bellingcat, but called the authors “enthusiast bloggers” and “activists.” The same article, haphazardly translated into English, was run by a hitherto-unknown site, Z-news.xyz.

So far, the campaign does not appear to have penetrated the Western media. Its significance lies more in the fact that, given the manpower and resources dedicated to condemning those who would tie the Kremlin to the crash, it reveals the Kremlin’s disquiet about the criminal probe’s likely findings.
As Novaya Gazeta indicated, these attacks could be a precursor to the arguments the Kremlin will use if it deems the findings of the inquiry into the MH17 crash to be unfavorable. That, however, will only emerge after September 28.

The Kremlin has turned its disinformation machine on those who are investigating the shoot-down of Malaysia Airlines Flight MH17 over Ukraine in July of 2014, using state employees, state-run media, and the state-run, though unacknowledged, “troll factory” of fake Internet accounts.
The primary goal of the media attacks has been to undermine the credibility of citizen journalist group Bellingcat, an independent researcher into the crash. [Editor’s note: Eliot Higgins, the founder of Bellingcat, is a nonresident senior fellow for Digital Forensic Research Lab with the Atlantic Council’s Future Europe program.] The Dutch Safety Board (DSB), which conducted an official investigation in 2015 and concluded that MH17 was downed by a surface-to-air missile, has also been targeted.
The attacks have followed a pattern that could be termed “vilify and amplify.” They come just before the publication on September 28 of the results of a criminal investigation into the crash by an international team led by the Dutch prosecutor’s office.
These attacks reveal how the Kremlin public-relations machine works. They also reveal the extent of the Kremlin’s concern ahead of the publication of the criminal investigation. Going by the attacks on Bellingcat, the criminal investigation itself can anticipate a similarly aggressive response, should its findings be unfavorable to the Kremlin.
The leak
On September 14, independent Russian newspaper Novaya Gazeta published a leaked document from state-owned arms manufacturer Almaz-Antey. This document claimed to disprove Western theories of how MH17 was downed, including both the DSB findings and evidence advanced by Bellingcat that Russia provided the weapon used. Mikhail Malyshevsky, an Almaz-Antey expert, signed the document.
Novaya‘s reporting focused on the political implications of the leak. Citing its own lack of technical expertise, the paper published the leaked document alongside a response from Bellingcat, which addressed and dismissed many of Almaz-Antey’s claims.
In contrast, the Kremlin-funded Internet outlet Sputnik failed to show either restraint or balance in its reporting on the leaked document and its contents.
Only a few hours after Novaya published its article, Sputnik ran articles on the Novaya report in English, French, German, and Polish. A Spanish version followed. Not one of these articles mentioned the Bellingcat response published by Novaya, and each added hostile language.
The English version accused Bellingcat of “systematic lying” in its presentation of evidence about the causes of the crash. The French article said that Bellingcat had been “unable to furnish objective proof to support its accusations against Russia,” while the German account deemed Bellingcat “tireless in their attempts to prove Russia guilty.”
None of these comments was attributed to an external source; they were interpretations added by Sputnik. These articles cherry-picked information in the Novaya article, and amplified parts of the article that challenged Bellingcat’s credibility.
The blog
Simultaneously, a document was published by segodnia.ru, a Russian nationalist site. Written by a group of analysts calling themselves “anti-Bellingcat,” but unsigned, this document has a number of troubling features. The first is the anonymity with which it was published. The second is the tone of vilification. The introduction called Bellingcat “pro-Ukrainian (pro-American?)” and “sofa experts,” accused the group of a selection of “fakes and falsifications,” and called them, strikingly, “our opponents.”
This adversarial tone raises doubts about the group’s objectivity.
Despite this, Kremlin-funded media amplified and proliferated the document unquestioningly. Sputnik’s English-language edition, for example, ran one article about the document immediately after the blog post emerged, and a separate article two days later. These articles were one-sided, adding editorial comments such as “the authors of the ‘Anti-Belligcat (sic) Report’ will continue their work to debunk the myths and falsifications being spread by the Bellingcat ‘experts.’”
Sputnik’s Italian edition published an even more biased article, claiming that Bellingcat’s objective is “to prepare public opinion for the fact that the pro-Russian militias of the Donbass, Russia and its armed forces are to blame for the disaster.” This article turned out to be a translation of a segodnia.ru report, without attribution.
Thus the unnamed bloggers vilified Bellingcat; Sputnik amplified them. This “vilify and amplify” technique cannot be qualified as journalism. It can only realistically be considered a smear campaign.
The bloggers
On September 16, Russian tabloid Komsomolskaya Pravda (KP) ran an interview which revealed the names and occupations of two of the “anti-Bellingcat” document’s authors. Their identities shed further light on the Kremlin’s methods.
One of the authors is Malyshevsky, the man who drafted the Almaz-Antey report leaked to Novaya. Malyshevsky is a technical expert, but he is also a high-ranking employee in a state-owned company set up by order of Russian President Vladimir Putin in 2002. His independence and objectivity are, therefore, open to question.
The second author was Yury Kotenok, editor of segodnia.ru and head of the press office at the Russian Institute for Strategic Studies, a think tank also created on Putin’s orders. According to the New York Times, RISS has ties to Russian intelligence. Its director, Leonid Reshetnikov, is a former lieutenant-general in Russia’s intelligence service, the SVR.
Kotenok regularly publishes video blogs supporting the separatists in Ukraine. He also comments for Russian far-right outlets, including Den TV and Zavtra, which combine nationalism with conspiracy theories. He cannot be viewed as impartial.
At no point in Sputnik’s subsequent reporting was Kotenok’s affiliation made clear. One article described him simply as a “leading author” of the “anti-Bellingcat” report. Later articles did not name him at all, whether in English, German, French, or Spanish. A sister TV station, RT, named both Kotenok and Malyshevsky and accurately identified Malyshevsky, but referred to Kotenok only as the editor of segodnia.ru, not mentioning his other affiliations.
This use of the Kremlin media to amplify criticism of perceived opponents regardless of the credibility of the critic is consistent with earlier practice, such as RT’s biased reporting on Ukraine and Turkey.
Send in the trolls
The final piece in the machine is the Kremlin’s “troll factory.” This is an organization whose employees are paid to post fake content on the Internet. A number of websites purporting to be news agencies have been traced to the factory. These include riafan.ru, nahnews.org, fapnews.ru and nation.news.ru, all of which amplified the anti-Bellingcat reports.
Riafan.ru, for example, published an article that set out the key anti-Bellingcat arguments as if they were its own. Fapnews.ru attributed its article to anti-Bellingcat, but called the authors “enthusiast bloggers” and “activists.” The same article, haphazardly translated into English, was run by a hitherto-unknown site, Z-news.xyz.
