Pour lui, c'est clair:

Putin: Issue of Crimea is "done deal"

Russian President Vladimir Putin commented on the statement of Ukrainian leader Petro Poroshenko who said that Ukraine would return Crimea in the way Nadiya Savchenko had been brought home.
This is reported by RIA Novosti Russian news agency.

"As for Crimea, we believe it’s a completely done deal. It is the historic decision of people living in Crimea, and Russia will hold no discussions on this issue with anybody," Putin said.
"Let's not turn back to this question," he added.

Earlier, President of Ukraine Petro Poroshenko said he intended to return Donbas and Crimea in the way Nadiya Savchenko, sentenced by a Russian court to 22 years in prison, had been brought home.

Poklonskaya wants to probe Ukrainian radio for 'extremism'

After Mejlis ban, Crimean 'authorities' turn to mass media

'Chief prosecutor' of Russian-occupied Crimea Natalya Poslonskaya says she is going to probe the recently restored Ukrainian radio broadcast on the peninsula "for extremism."
"Now the prosecutor's office does not have any information as to some radio waves in Crimea that have signs of extremism," Poklonskaya stated.

"But we are preparing an instruction to monitor this situation, and if certain conditions are discovered, certain facts, there will be a check for signs of extremism in these broadcasts, and all necessary measures will be taken to block the broadcast by technical means," the Russia-appointed 'chief prosecutor' added.

On May 26, Ukraine's UR-1 Ukrainske Radio (Ukrainian Radio) started broadcasting in the Russian-occupied Crimea.

"There's no money:" Crimean state employees to face wage cuts, - Krym.Realii

As reported by Censor.NET citing Krym.Realii, one of the public employees in Simferopol told reporters that the leadership had already warned its subordinates they would be paid in May 10 percent less than in April. "They told us there was a lack of funds in the budget, so they were going to cut salaries. Before, we used to go to work on holidays and got extra pays for that, and now they try not to engage us because of the economy," the employee said on condition of anonymity.

No one can say for how long the situation will prevail. "A leave season is approaching, it is important for everyone to get their vacation pays in due time and in full. And we don't know what will follow," the source noted.

The Russian-controlled authorities in Crimea give no official comments about this situation.

Earlier, it was reported that the personnel of the Crimean-based Russian Black Sea Fleet had got their wages cut by 40 percent, because when Crimea was under Ukraine's control, they received overseas extras.

In addition, according to the Crimean media, in late May, employees of state companies in Kerch left their jobs and went to the leadership with a demand to pay salary for two months. At the same time, people can not get dismissed.

The Verkhovna Rada of Ukraine officially declared Feb. 20, 2014 the beginning of the temporary occupation of Crimea and Sevastopol by Russia. On Oct. 7, 2015, President of Ukraine Petro Poroshenko signed a relevant law. International organizations have recognized the occupation and annexation of Crimea illegal and condemned Russia's actions. The West has imposed a series of economic sanctions. Russia denies the occupation of the peninsula and calls it a "restoration of historical justice."

Construction of Kerch Strait bridge faces funding constraints

The construction of the Kerch Strait bridge, a road-rail bridge to span the Strait of Kerch between the Kerch Peninsula of Crimea and the Taman Peninsula of Krasnodar Krai, is now facing funding problems, as payments to the contractor Stroygazmontazh of billionaire Arkady Rotenberg being delayed since February, Forbes reports.

En Crimée - Page 24 14606110

The payment of RUB 65.4 billion (at an exchange rate of RUB 66 per dollar) earmarked for this year has got "hung up" due to cumbersome bureaucratic procedures, while the amount of advance payment has been used up, a source told Forbes.

Stroygazmontazh company is not able to continue with the construction of the Kerch bridge according to the schedule, nor is the company able to invest in expensive construction equipment due to delayed payments for the work already performed, company's CEO Andrey Kirilenko stated in a letter addressed to First Deputy Transport Minister of Russia Yevgeny Dietrich and Head of the Federal Road Agency Roman Starovoyt. Read also Chinese cable laying ship operating in Kerch Strait breaks down

The payment issue has been dragging since February 2016 after the construction project had received a favorable conclusion of the state expert review, Kirilenko argues in the letter.

"The situation regarding the construction of the facility has become extremely urgent," Kirilenko said, adding that further delays in amending the government resolution on the construction of the Kerch bridge dated January 30, 2015, were unacceptable. According to Kirilenko, Stroygazmontazh has already involved more than 150 companies, 2,200 construction workers and more than 220 pieces of equipment into the construction while the company's own resources have already been exhausted.

Representatives of Stroygazmontazh have not yet responded to Forbes' inquiry.

Ukraine sends papers to Russia to return Afanasyev, Soloshenko

Ukraine has prepared and passed on to the Russian side the papers necessary to return home its citizens Yuriy Soloshenko and Hennadiy Afanasyev, who were sentenced in Russia, Ukraine`s Justice Minister Pavlo Petrenko told journalists on Saturday, Russian news agency TASS has reported.

”The legal side for the exchange has been prepared and passed to the Russian side,” the minister said, however refusing to give details of talks on the exchange, saying only ”this information is closed, diplomatic talks continue,” TASS wrote.

The minister said he has ”moderate optimism everything will be fine and they (Soloshenko and Afanasyev) will return to the territory of Ukraine.”

”The talks are very complicated,” the justice minister said.

Earlier on Saturday, Ukraine`s Prosecutor General Yuriy Lutsenko confirmed the negotiation process was behind closed doors.

A 24-year-old lawyer and photographer Afanasyev was sentenced by the Russian court to seven years in a penal colony.

In March-April 2014, Afanasyev attended rallies and meetings of supporters of a unified Ukraine, participated in the organization of first aid trainings. After the occupation of Crimea, he was detained by the Russian Federal Security Service (FSB), being accused of allegedly entering a terrorist cell organized by Oleh Sentsov. He was also charged with participation in an arson attack on Simferopol offices of the Russian Community of Crimea and the United Russia Party. What is more, he was accused of allegedly coordinating Oleksiy Chyrniy in manufacturing explosives for the destruction of a monument to Lenin.

On August 5, 2015, the Russian court sentenced a 73-year-old Ukrainian ”spy” Yuriy Soloshenko to six years in a penal colony.

Former director of Ukraine`s Poltava-based Znamya defense plant Yuriy Soloshenko was arrested in Moscow in August 2014. He arrived in Moscow on a business trip. But the FSB decided that Soloshenko had tried to illegally acquire secret components for S-300 anti-aircraft missile systems for the Ukrainian defense industry.

Will history repeat itself? Crimea: a national and cultural ghetto for the Crimean Tatars

En Crimée - Page 24 220AB6BD-D5CD-49DC-BA86-7473BA14257C_w640_r1_s_cx0_cy10_cw69

For two years, Moscow and Crimean Tatar collaborators have been vainly trying to gain favour with the Crimean Tatars in order to strengthen Russia’s authority over the peninsula. They employ a “carrot and stick” policy that consists of random searches, arrests and abductions, as well as promises of a good life.

The “authorities” of annexed Crimea intend to create a sort of federal “national and cultural autonomy” of indigenous peoples. This was announced on the TASS site by a pro-Russian activist, Eyvaz Umerov, who for some unknown reason is referred to as the “leader” of the Crimean Tatars by Russian journalists.

En Crimée - Page 24 Maxresdefault-300x169
Eyvaz Umerov

As far as we know, Eyvaz Umerov is a very questionable person, directly under the “deputy prime minister” Ruslan Balbek. Over the past two years, he has become known for his public actions and statements aimed at discrediting the leadership of the Mejlis of the Crimean Tatars. Regularly echoing local Russian propagandists, Umerov has referred to his illegally searched, detained or arrested compatriots as “extremists”.

The idea of a federal “national and cultural autonomy” (NCA) has been brought up several times by Zaur Smirnov, head of the Crimean “state committee” on Interethnic Relations. Judging by the context, the Crimean “Council of Ministers” is betting on a “paper autonomy”. Firstly, after the failure of the Crimea Movement, led by “vice-speaker” Remzi Ilyasov, the collaborators had to quickly change their plans. Secondly, they want to respond to the initiative of the Ukrainian authorities, who have repeatedly stated their readiness to amend the Constitution, granting genuine autonomy to the Crimean people.

Eyvaz Umerov is not just the so-called “leader” of the Crimean Tatars. If Balbek is elected to the State Duma, Umerov might become “deputy prime minister”, and an official representattive of the Crimean people. Experience has shown that he is ready to carry out the dirtiest tasks assigned by the local “authorities”.

National and Cultural Autonomy needs local collaborators in order only to pull the wool over the eyes of the Crimean Tatars: “Russia has given you autonomy”, they will say. The NCA will be seen as a public association that is not tied to a specific territory,  and its members will have no political authority. In accordance with federal law, national and cultural autonomies will be registered to support the language, culture and historical identity of indigenous peoples. In this case, the word “autonomy” has a certain decorative sense.

In any case, the Russian occupation forces are facing an old problem. There is virtually no one they can register in this new organization. Ilyasov’s Crimea Movement showed that you can try forcing Crimean Tatar officials to join a movement, but it will have no political or media effect. Not only should such members attend government gatherings, but they must also actively promote “Russian Crimea” in the media and social networks. It turned out that Crimean Tatars officials used all means to to sabotage such actions, fearing that they would be publicly blamed by their countrymen.
Recently, Eyvaz Umerov made the following announcement to the media:
“We’re negotiating and consulting with Crimean Tatars from Rostov Oblast, Stavropol and Krasnodar territories, Moscow, Saint Petersburg and other Russian regions where many of our compatriots live. We hope that the Federal National and Cultural Autonomy of Russian Crimean Tatars will be created by the end of this year.”

The logic is simple. If the Tatars in Crimea refuse to praise the Kremlin and President Vladimir Putin, this will be done by other compatriots living in other Russian regions that will be federated into a National and Cultural Autonomy.

The situation is both tragic and comic in that the “authorities” have already tried to shove the idea of an “autonomy” down the throat of Crimean Tatars. In the late 1980s, the Uzbek leadership understood that the Crimean Tatars wanted to return to their homeland. Seeing that so many were employed in industry and agriculture, Uzbekistan’s economy would have suffered severely from a shortage of workers. At that time, party leaders in Tashkent feared that they would not be able to fulfill the next five-year plan.

The Uzbek government then drafted the so-called Mubarek Autonomy scheme that proposed giving deported Tatars some kind of “national republic” in Qashqadaryo Region. The Uzbek government said: Why go to  Crimea if you have already settled down in Uzbekistan. To promote the project, Uzbek authorities quickly formed a propaganda team of Communist Crimean Tatar members and sent them to collective and state farms where many of their compatriots lived. Many persons who took part in this communist caper are still alive, but prefer not to talk about how they fooled their countrymen into remaining in Uzbekistan.

When the Soviet Union disintegrated, it was impossible for the Communist Party to instill repressive measures and hold the indigenous people in captivity. Not only were the Crimean Tatars driven by a firm will and desire to return at all costs to their ancestral land, but also by an understanding that a Tatar republic – albeit a paper one – had existed on the Crimean peninsula until 1944
Today, the Russian “authorities” are trying to ram another “Mubarak Autonomy” down the throats of Crimean Tatars, one that is even more sordid and miserable than the previous one.

Parliament holds hearings on Crimea return strategy

The strategy of Crimea`s return to Ukraine must nest on the idea of returning the people and preventing legitimization of the Russian occupation of the Ukrainian peninsula, that`s according to Deputy Justice Minister on European Integration Serhiy Petukhov, an UNIAN correspondent reported from the Verkhovna Rada Wednesday.

”Crimea return strategy should be based on two main premises. This is the return of people, their cultural, physical, mental and economic return. And secondly, this is the prevention of legitimization of illegal Russian occupation of Crimea,” Petukhov said during Parliamentary hearings titled ”The strategy for the reintegration in Ukraine of the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol: problems, ways, methods and efforts.”

According to the Ukrainian official, it is necessary to make sure that the people who remained in Crimea, felt Ukraine`s care and the bond with it. In this regard, Petukhov noted in particular the procedure for obtaining the documents by Crimea residents.

”In addition, we must ensure that these people can cross the administrative border without any problems, within the limits which ensure Ukraine`s national security, but this should not create additional restrictions for these people,” said the representative of the ministry.

Petukhov also emphasized the need to do everything for the Russian occupation of Crimea not to be recognized worldwide. ”Even before the completion of the occupation process, we have immediately filed a lawsuit in the European Court of Human Rights. And here I can say that there are some developments. Despite the fact that Russia has twice postponed the submission of its objections on the position of Ukraine, they were finally forced to do it. We got these objections. They are quite formal. Now things are moving on, and before late August, Ukraine should submit its comments on these objections, after which the court may proceed to consideration of the case on the admissibility of the first inter-state case, which deals specifically with the events in Crimea,” he said.

Ban of Crimean Tatars’ Mejlis: Justice Ministry drafted lawsuit against Russia to ECHR

The Ukrainian Justice Ministry has drafted a lawsuit against Russia in connection with the prohibition of activities of the Mejlis of the Crimean Tatar people and will submit it to the European Court of Human Rights (ECHR) in the near future.

First Deputy Justice Minister Natalia Sevostianova said this at a press conference in Ukrinform.

“We have already prepared a separate complaint regarding the ban of the Mejlis. We don’t want to combine it with other [complaints], because it is very concrete and very glaring. In fact, it is ready to be submitted any day, but we still expect certain evidence for its reinforcement,” she said.

Sevostianova also added that the Justice Ministry plans to send the lawsuit to the European Court of Human Rights “in a week of two”.
