IRI’s Center for Insights Poll: Pessimism High after Two Years of Violent Conflict with Russia; People in the Ukrainian-Controlled Territories of Donbas Want to Remain Part of Ukraine
Kyiv, Ukraine – A new poll released today by the IRI Center for Insights in Survey Research found that after nearly two years of war and an onslaught of Russian propaganda, pessimism is high throughout the country, particularly in the areas of the Donbas region governed by national authorities (Donetsk and Luhansk oblasts). However, despite the war and Russia’s propaganda, an overwhelming majority of Donbas residents in these areas want to remain part of Ukraine.
“Despite Russia’s continued efforts to drive a wedge between the Donbas and the rest of Ukraine and its continued violations of the Minsk Agreement, as confirmed by President Putin himself, the people of Ukraine, including those living in the Ukrainian-controlled areas of the Donbas, want to preserve the territorial integrity of their country,” said Stephen Nix, director of Eurasia programs at IRI. “There is no doubt that Ukrainians long for the unity and sovereignty of their country, and it is critical that the United States and Europe support Ukraine to ensure that Russia’s occupation does not become permanent.”
Pessimism is High Following Two Years of Violent Conflict with Russia
After two years of deadly conflict with Russia and Russian-supported separatists, which has left more than 9,000 people killed and another 1.5 million displaced, pessimism throughout Ukraine is high, particularly in the Donbas region. When asked if the country were headed in the right or wrong direction, only 15 percent nationwide and eight percent in the Ukrainian-controlled territories of the Donbas region believed Ukraine was headed in the right direction. These findings are consistent with national trends, as Russian aggression in the east has continued to cause great hardship.
This pessimism is also impacting Ukraine’s elected leaders who Ukrainians feel are not doing enough to keep the Donbas region a part of the country. When asked if they approved or disapproved of the job President Poroshenko was doing, 70 percent nationwide disapproved and 78 percent in the Ukrainian-controlled territories of the Donbas disapproved. The Cabinet of Ministers had equally poor numbers with 82 percent nationwide disapproving and 85 percent in the Donbas. Similarly, only 11 percent nationwide approved of the Verkhovna Rada, compared to a nearly negligible three percent in the Donbas.
“The significance of these findings cannot be overstated,” said Nix. “This should be a warning sign to the Ukrainian government and the international community that they need to redouble their efforts to end the war and engage all citizens, especially the people of the Donbas region, into all aspects of Ukrainian political and civic life.”

Despite the war and a continuous barrage of anti-Kyiv government propaganda, a significant 75 percent of Donbas residents in the areas governed by national authorities believed that Donetsk and Luhansk oblasts should remain within Ukraine either with the same status as before (32 percent), with extended responsibilities as a result of decentralization reform (35 percent), or as an autonomous region (eight percent). Similarly, 72 percent believed that the so-called Donetsk and Luhansk People’s Republics (the area not controlled by the Kyiv government) should remain a part of Ukraine.
Methodology
The poll was conducted in all regions of Ukraine (excluding the occupied territory of Crimea and parts of Donetsk and Luhansk oblasts) from November 19-30, 2015. The national survey had a randomly selected sample of 1,800 permanent residents of Ukraine aged 18 and older and eligible to vote. The margin of error does not exceed plus or minus 2.3 percent, and the response rate was 65.9 percent. The poll also included an oversample of 1,284 respondents in the Ukrainian-controlled territories of the Donbas region (Donetsk and Luhansk oblasts; see poll presentation for methodology).

Les dettes entre les Etats ne se prescrivent pas, alors la Russie a le temps devant elle. En outre, cette dette peut toujours servir d'arme politique dans des négociations diplomatiques.

OSCE Monitors Attacked In Horlivka
OSCE observers were attacked by 'DPR' terrorists near Horlivka (Donetsk region).
This was reported today, January 14, by the Deputy Chairman of the Mission Alexander Huh during a briefing.
According to him, the monitors observed “the highest level of violence” in Horlivka last Thursday and Friday.
“A few hours before terrorists opened fire with the banned weapons, SMM observers were present in the area (Horlivka – Ed.)”, said Huh.
“After 10 a.m. ‘DPR’ members roughly ordered SMM monitors step out of the car and lie down on the ground. When lying face down on the ground, the monitors were ordered to keep their arms behind the back and spread their legs. After this, they were convoyed to the building nearby”, added Huh.
Huh called the incident “a direct challenge to the mandate of OSCE”.
He said that this was a direct threat to lives of his colleagues.
At the same time, Huh reported on 22 attempts to impede SMM observers to monitor the situation over 5-11 January. The incident in Horlivka proves one important fact – heavy weapons have not been withdrawn so far.
As earlier reported, on January 9 terrorists stopped OSCE observers and searched their cars.

Militants attack ATO forces 60 times in last day
The combined Russian-separatist forces attacked Ukrainian army positions in eastern Ukraine more than 60 times in the past 24 hours, the press center of the Anti-Terrorist Operation (ATO) wrote on Facebook early Friday.
"From 18:00 local time on January 14 to midnight on January 15, short and mostly chaotic shelling continued near the Donetsk airport and to the north of the town of Horlivka. In particular, using small arms, and rocket-propelled grenades from time to time, the militants were firing in the direction of the villages of Pisky, Opytne, Novhorodske and south of the town of Avdiyivka. Large-caliber machine guns were used in the direction of the villages of Pervomaiske, Troyitske, which is not far from the demarcation line between Horlivka and Donetsk, as well as near the village of Luhanske. In addition, the occupiers fired an anti-tank missile system on one of our fortified positions near Luhanske," the report says.
The ATO headquarters said that in the evening the situation had worsened near the town of Maryinka. The militants fired small arms and rocket-propelled grenade launchers several times, and an enemy sniper was working there.
"After midnight, the enemy has already attacked ATO forces more than five times. Shots from small arms and rocket-propelled grenade launchers were heard near Pisky, Opytne, Luhanske, mostly near Maryinka. The invaders did not use heavy weapons during the night. The situation remained calm in Luhansk region and the Mariupol sector in the last day," the press center said.
"DPR," "LPR" should have no illusions on special status of Donbas - OSCE Chairman
The Chairman of the Organization for Security and Cooperation in Europe, Germany’s Foreign Minister Frank-Walter Steinmeier, stressed that the terrorists in the east of Ukraine should not have any illusions about getting the special status for Donbas, while Russia must influence them in this matter, an UNIAN correspondent reported from a Vienna press conference following a special meeting of the OSCE Permanent Council, the first one under the German presidency in 2016.
"At the last meeting at the level of the Foreign Ministers, we - the Germans and the French - have made it clear that we will continue to rely on Russia using its influence on the separatists, in order to make sure the weapons are being withdrawn, that it will be possible to allow the mission of the OSCE to carry out its task of verifying that the weapons are actually being withdrawn, that the separatists don’t have expectations that cannot be fulfilled as regards the special status for Donbas,” he said.
“And in return, we need to have Ukraine to stand by the commitments it entered into in creating the legal foundation, or a legal basis, for the law-governed local elections [in Luhansk and Donetsk regions]," said Steinmeier.

Steinmeier added that he was expecting from the both parties to the conflict willingness and desire to see Minsk agreements as foundation for measures to be taken.

Minister for Foreign Affairs of Ukraine Pavlo Klimkin asked High Representative of the Union for Foreign Affairs and Security Policy Federica Mogherini to ensure presence of EU representatives at the decisive stage of the trial of Nadiia Savchenko.
He wrote this today, January 16, on Twitter, and attached his letter to the post.
“I asked Federica Mogherini to ensure presence of EU representatives at the decisive stage of Nadiia Savchenko’s trial”, wrote Klimkin.
“Given that unlawful criminal case against Nadiia Savchenko is nearing its end, I can not help asking you back up Ukraine in earnest request to ensure the presence of EU representatives – EU delegation and EU member-states embassies in Russia, as well as representatives of NGOs – at the decisive stage of the trial”, wrote Klimkin in his letter to Federica Mogherini.
At the moment, MP Nadiia Savchenko remains unlawfully detained in Russia. The trial takes place in Donetsk city court of Rostov region.

La communauté internationale des bénévoles InformNapalm continue de surveiller la situation dans les zones adjacentes aux districts ukrainien du Donbass, dans la région de Rostov, où est concentré l’un des plus forts groupes d’attaque des troupes russes aligné face à l’Ukraine. Lors d’une surveillance routinière, nous avons découvert une division tactique de la 70e brigade de fusiliers motorisée originaire du territoire de Primorskye en Russie sur le polygone d’entraînement de Kuzminski, dans la région de Rostov. L’unité fait partie des « forces de maintien de la paix ».
InformNapalm a été le premier à donner des informations, dès l’été-automne 2014, sur les groupements offensifs des forces russes concentrés dans la région de Rostov-sur-le-don. Ce sont notamment ces groupements tactiques (compagnies ou bataillons) de Rostov qui sont utilisés par le commandement russe pour des missions de combat dans le Donbass dans les moments de crise où il était nécessaire de rétablir la situation au profit des forces de la « RPL/RPD », incapables de faire face avec leurs propres armes. Nous l’avons maintes fois prouvé dans des études ultérieures. Malgré un certain repos et une modification tactique dans la guerre dans le Donbass (utilisation de personnel militaire russe qui se mélangent, individuellement ou en petits groupes, aux combattants des forces de la « RPD/RPL »), l’armée russe conserve une force d’intervention puissante prête à agir dans la région de Rostov. Ces troupes sont stationnées temporairement dans des camps de base qui sont dressés non loin des terrains d’entraînement militaires de Kadamovski et Kuzminski, ainsi que dans la zone de Kamensk et Millerovo.
À la suite de l’examen de sources ouvertes, nous avons découvert une unité tactique de la 70e brigade de fusiliers originaire de la région militaire de l’Est de la Russie près de la zone d’entraînement du district de Miasnikovski. L’unité a été déplacée à la fin novembre 2015, d’Extrême-Orient vers la région de Rostov. Composition probable : un bataillon tactique du 3e bataillon de fusiliers motorisés troupes renforcé avec de l’artillerie et des chars.

Le point le plus intéressant ici est que le bataillon se présente comme une «force de maintien de la paix », ce dont témoigne les insignes et toute la symbolique « casques bleus » avec le drapeau de l’ONU. Il n’est tout simplement pas clair d’après quel mandat elle agit, et ce qu’une brigade venue de l’Est profond vient faire dans une zone adjacente à l’Ukraine. Poutine et Choïgou devraient se soucier davantage de leurs problèmes dans le territoire de Primorskye, où la Fédération de Russie cède silencieusement et progressivement des territoires entiers à son grand voisin car ils n’ont pas le pouvoir de s’opposer à l’expansion économique et démographique chinoise.
Nous tenons à rappeler que la 70e brigade n’est pas la première parmi les forces « de rétablissement de la paix », qui nous découvrons dans le contexte des «Missions à Rostov ». L’un des premiers «pionniers du rétablissement de la paix » dans le Donbass, était le groupe tactique de la 15e brigade de Samara dont nous avons montré ici-même la transformation miraculeuse en mercenaires « de nouvelle Russie » (La 15e brigade russe se transforme en mineurs du Donbass). Les «faiseurs de paix» et envahisseurs de la 7e base russe (en russe) de Goudaouta en Abkhazie occupée, sont également venus en masse faire des mission dans le Donbass, certains militaires combinant en parallèle leur service dans les forces armées russes avec un emploi à temps partiel comme mercenaire de la «RPD».

Des hauts responsables russes et américains se sont rencontrés vendredi dans l'enclave de Kaliningrad, le territoire le plus à l'ouest de la Russie, pour discuter de la crise ukrainienne et tenter de soutenir la fragile trêve en vigueur dans l'est du pays.
La secrétaire d'Etat adjointe américaine Victoria Nuland a rencontré Vladislav Sourkov, un influent conseiller du président russe Vladimir Poutine, près de Kaliningrad, la capitale de l'enclave du même nom située entre la mer Baltique, la Pologne et la Lituanie, a annoncé une source proche du dossier.
"La rencontre est fermée aux médias. Le sujet, c'est l'Ukraine", a déclaré cette source.
La réunion a lieu en Russie car Vladislav Sourkov est visé par des sanctions occidentales liées au rôle présumé de la Russie dans la crise ukrainienne et n'a pas le droit de voyager en Europe, a-t-elle précisé.
La diplomatie américaine a confirmé cette rencontre, évoquant "le besoin de discuter de la mise en oeuvre totale des accords (de paix) de Minsk" pour l'est de l'Ukraine.
Elle intervient quelques jours après une conversation téléphonique entre Vladimir Poutine et son homologue américain Barack Obama.
Lors de cet entretien téléphonique, le dirigeant américain a une nouvelle fois souligné la nécessité pour la Russie "de respecter les engagements pris à Minsk et de cesser de soutenir les séparatistes qui déstabilisent l'Ukraine".
Vladimir Poutine a pour sa part accusé Kiev d'entretenir les violences et estimé que les autorités ukrainiennes devaient établir un "dialogue direct" avec les séparatistes de l'est du pays et discuter de changements constitutionnels avec eux.
Jeudi, le président ukrainien Petro Porochenko a annoncé ambitionner pour 2016 de reprendre le contrôle de l'est de son pays, où le conflit armé a fait plus de 9000 morts depuis avril 2014.
Il veut aussi la création d'un mécanisme international impliquant Bruxelles et Washington pour récupérer la péninsule ukrainienne de Crimée, annexée par la Russie en mars 2014.

Minister for Foreign Affairs of Ukraine Pavlo Klimkin asked High Representative of the Union for Foreign Affairs and Security Policy Federica Mogherini to ensure presence of EU representatives at the decisive stage of the trial of Nadiia Savchenko.
He wrote this today, January 16, on Twitter, and attached his letter to the post.
“I asked Federica Mogherini to ensure presence of EU representatives at the decisive stage of Nadiia Savchenko’s trial”, wrote Klimkin.
“Given that unlawful criminal case against Nadiia Savchenko is nearing its end, I can not help asking you back up Ukraine in earnest request to ensure the presence of EU representatives – EU delegation and EU member-states embassies in Russia, as well as representatives of NGOs – at the decisive stage of the trial”, wrote Klimkin in his letter to Federica Mogherini.
At the moment, MP Nadiia Savchenko remains unlawfully detained in Russia. The trial takes place in Donetsk city court of Rostov region.

La communauté internationale des bénévoles InformNapalm continue de surveiller la situation dans les zones adjacentes aux districts ukrainien du Donbass, dans la région de Rostov, où est concentré l’un des plus forts groupes d’attaque des troupes russes aligné face à l’Ukraine. Lors d’une surveillance routinière, nous avons découvert une division tactique de la 70e brigade de fusiliers motorisée originaire du territoire de Primorskye en Russie sur le polygone d’entraînement de Kuzminski, dans la région de Rostov. L’unité fait partie des « forces de maintien de la paix ».
InformNapalm a été le premier à donner des informations, dès l’été-automne 2014, sur les groupements offensifs des forces russes concentrés dans la région de Rostov-sur-le-don. Ce sont notamment ces groupements tactiques (compagnies ou bataillons) de Rostov qui sont utilisés par le commandement russe pour des missions de combat dans le Donbass dans les moments de crise où il était nécessaire de rétablir la situation au profit des forces de la « RPL/RPD », incapables de faire face avec leurs propres armes. Nous l’avons maintes fois prouvé dans des études ultérieures. Malgré un certain repos et une modification tactique dans la guerre dans le Donbass (utilisation de personnel militaire russe qui se mélangent, individuellement ou en petits groupes, aux combattants des forces de la « RPD/RPL »), l’armée russe conserve une force d’intervention puissante prête à agir dans la région de Rostov. Ces troupes sont stationnées temporairement dans des camps de base qui sont dressés non loin des terrains d’entraînement militaires de Kadamovski et Kuzminski, ainsi que dans la zone de Kamensk et Millerovo.
À la suite de l’examen de sources ouvertes, nous avons découvert une unité tactique de la 70e brigade de fusiliers originaire de la région militaire de l’Est de la Russie près de la zone d’entraînement du district de Miasnikovski. L’unité a été déplacée à la fin novembre 2015, d’Extrême-Orient vers la région de Rostov. Composition probable : un bataillon tactique du 3e bataillon de fusiliers motorisés troupes renforcé avec de l’artillerie et des chars.

Le point le plus intéressant ici est que le bataillon se présente comme une «force de maintien de la paix », ce dont témoigne les insignes et toute la symbolique « casques bleus » avec le drapeau de l’ONU. Il n’est tout simplement pas clair d’après quel mandat elle agit, et ce qu’une brigade venue de l’Est profond vient faire dans une zone adjacente à l’Ukraine. Poutine et Choïgou devraient se soucier davantage de leurs problèmes dans le territoire de Primorskye, où la Fédération de Russie cède silencieusement et progressivement des territoires entiers à son grand voisin car ils n’ont pas le pouvoir de s’opposer à l’expansion économique et démographique chinoise.
Nous tenons à rappeler que la 70e brigade n’est pas la première parmi les forces « de rétablissement de la paix », qui nous découvrons dans le contexte des «Missions à Rostov ». L’un des premiers «pionniers du rétablissement de la paix » dans le Donbass, était le groupe tactique de la 15e brigade de Samara dont nous avons montré ici-même la transformation miraculeuse en mercenaires « de nouvelle Russie » (La 15e brigade russe se transforme en mineurs du Donbass). Les «faiseurs de paix» et envahisseurs de la 7e base russe (en russe) de Goudaouta en Abkhazie occupée, sont également venus en masse faire des mission dans le Donbass, certains militaires combinant en parallèle leur service dans les forces armées russes avec un emploi à temps partiel comme mercenaire de la «RPD».

Computer systems at Kiev's Boryspil airport came under attack
Ukraine has alleged a cyberattack on its main airport was launched from a computer server in Russia.
The country's state-run Computer Emergency Response Team (CERT-UA) said Kiev's Boryspil airport was subjected to an assault last week that included an attack on the network's air traffic control computers.
"The control centre of the server, where the attacks originate, is in Russia," military spokesman Andriy Lysenko said, adding the virus had been neutralised before it caused any damage.
"Attention to all system administrators; we recommend a check of log-files and information traffic," CERT-UA said in a statement.
An airport spokeswoman said authorities were investigating whether the malware was connected to a malicious software toolkit known as BlackEnergy, linked to cyber attacks that targeted other parts of Ukraine.
BlackEnergy was first deployed by cybercriminals in 2007 but, as the conflict between Russia and Ukraine dramatically intensified, a new version of the virus was discovered targeting Ukrainian government officials.
The Trojan Horse programme had been developed to extract personal information from its victims, according to security analysts and a US cyber intelligence firm traced the attack to a Moscow-backed group known as Sandworm, named after the desert-dwelling creature in the Dune science-fiction books.
The assault on Boryspil airport is said to be similar to an attack on three Ukrainian energy firms in December which plunged parts of the country into darkness.
The country's security service declared it found malicious code designed to take control of or destroy computer systems on the networks of several energy companies.
A local electricity firm later blamed the attack on "the intervention by unauthorised persons in the remote access systems".

Russian town of Valuyki situated 25 km from Ukraine border
UNIAN: Russia has launched a hasty construction of barracks and a military camp at the border with Ukraine's Kharkiv region, and deployed the 23rd separate Guard Motorized Rifle Brigade of the Armed Forces of the Russian Federation in the town of Valuyki in Belgorod region, Russia.
The international volunteer community InformNapalm investigated the progress of construction of military barracks, as well as located the points of 'combat duty' of the 23rd separate Guard Motorized Rifle Brigade.
It is noted that in early September 2015, the news about the construction of a new military base on 300 acres in Valuyki district of Belgorod region, 25 km from the border of Ukraine, stirred up the media. According to the results of the tender for design and survey, construction and installation works of the first phase on the project 'Comprehensive construction of a military camp', St. Petersburg's Megaline company was recognized as the winner, being awarded a RUB 3 billion contract.
The first phase involved the construction of administrative barrack area, according to the investigation.
It is reported that the deadline for completeion of the first stage of construction and installation work was set for December 7, 2015. The general certificate of acceptance of the contract is to be signed before April 29, 2016.
The construction started close to the railway, which is confirmed by photo image geolocation, InformNapalm reports.

"In October 2015, the workers laid the foundation, as evidenced by the installation of the valve. The photos also revealed a vehicle of the contractor with St. Petersburg license plate T062MV 178," the investigation said.

It is noted that the contractor is not in a hurry with the construction of this object. Perhaps, it's due to the lack of funding, or shifted priorities of the Defense Ministry.
In addition, in late 2015 - early 2016, soldiers from the 23rd separate Guard Motorized Rifle Brigade (village Kryazh, Samara region) were deployed in Valuyki. It is evidenced by personal blogs of the Russian servicemen Yuriy Yemelyanov and Evgeniy Cheremisin.

President of Ukraine Petro Poroshenko had a meeting with Envoys of Chancellor of Germany and President of France Christoph Heusgen and Jacques Audibert pursuant to the agreements achieved during the last phone conversation between the leaders of Ukraine, Germany and France.
President Poroshenko thanked the representatives of Germany and France for a "very important role" they play in de-occupation of Donetsk and Luhansk regions and non-recognition of the annexation of Crimea.
The parties expressed concern over the numerous violations of the ceasefire regime by the militants and obstruction of the OSCE's activity.
The interlocutors also noted the progress of Ukraine in the fulfillment of the Minsk agreements and emphasized the importance of coordinating joint actions for their full implementation the key elements of which are sustainable ceasefire, withdrawal of Russian troops and armament, restoration of Ukrainian control over the border and liberation of hostages.

Ukraine has officially informed the UN Security Council about the attempts Russia and pro-Russian militants undertake to aggravate the situation in Donbas.
This was reported in the press service of the Permanent Mission of Ukraine to the United Nations.
As it was stated, Ukraine calls on the international partners not to fall for Russian provocations. The aggressor state is far from implementing the commitments it was entrusted with. For this reason, political pressure over the Russian Federation, as well as sanctions, are crucially important to force Kremlin to abide the international law.
In particular, it was emphasized that the number of armed attacks against Ukrainian soldiers along the whole length of the demarcation line increased, even in spite of the agreements reached during the last meeting of the Trilateral contact group.
It was also stated that the terrorist provocations do not only undermine the sense and logic of the Minsk Agreements, but frustrate all the efforts Ukraine and international community have exerted to stabilize the situation in Donbas.
As previously reported, the international observers in Donbas will increase in number.

Ukraine on Film festival is planned to be held annually. The theme uniting the program in 2016 is the struggle for freedom, from the daring avant-garde film language of the 20s, and to the age-old symbol of democracy – the Cossacks, whose adventures are shown in the classic cartoon series. It is important that in the light of this particular theme Ukrainian cinema will be presented for the first time in Brussels, the bilingual capital of Benelux, which housed the headquarters of the European Commission and the NATO Council.
Belgian spectators will see «The Tribe», the sensational film by Miroslav Slaboshpytsky, which was honored with more than 40 world film awards, including four Cannes Film Festival prizes and the title of the Year’s European discovery by the European Film Academy. Les émissaires du président français François Hollande et de la chancelière allemande Angela Merkel ont rencontré des dirigeants ukrainiens à Kiev pour débloquer le processus de paix « au point mort » dans l’Est séparatiste prorusse, ont indiqué mardi les autorités ukrainiennes.
Le Français Jacques Audibert et son confrère allemand Christoph Heusgen ont d’abord rencontré lundi soir le Premier ministre Arseni Iatseniouk, puis le président Petro Porochenko, pour discuter d’un conflit qui a fait plus 9.000 morts, selon les communiqués de la présidence et du gouvernement ukrainiens. Tous « ont exprimé leur préoccupation concernant les nombreuses violations du cessez-le-feu de la part des rebelles », s’est bornée à dire la présidence dans un communiqué.

#Ukraine on film: Way to Freedom, the festival of Ukrainian cinema will be held for the first time on January 23-24th in the capital of the European Union. «The Tribe» by Miroslav Slaboshpytsky, «The Guide» by Oles Sanin, «Gámer» by Oleg Sentsov and other iconic movies were selected to be presented in the program.
Ukraine on Film festival is planned to be held annually. The theme uniting the program in 2016 is the struggle for freedom, from the daring avant-garde film language of the 20s, and to the age-old symbol of democracy – the Cossacks, whose adventures are shown in the classic cartoon series. It is important that in the light of this particular theme Ukrainian cinema will be presented for the first time in Brussels, the bilingual capital of Benelux, which housed the headquarters of the European Commission and the NATO Council.
Belgian spectators will see «The Tribe», the sensational film by Miroslav Slaboshpytsky, which was honored with more than 40 world film awards, including four Cannes Film Festival prizes and the title of the Year’s European discovery by the European Film Academy. The Oles Sanin's film «The Guide» was the box-office hit in Ukraine, having collected about half a million spectators nationwide. The events of Ukraine's Revolution of Dignity are portrayed in «All Things Ablaze», the best Eastern European documentary of DOK Leipzig film festival. An important place in the «Ukraine on Film» Festival takes the story of Oleg Sentsov, Ukrainian director, who was sentenced to 20 years imprisonment in Russia on trumped-up charges of terrorism. The festival will organize a screening of his debut movie «Gámer».
Screenings will take place in the Centre for Fine Arts Bozar.

Petite précision pour les fanas d'histoire militaire. J'avais été intrigué par les bannières pourpres en forme de vexillum romain qui sont présentes dans toutes les grandes occasions à Moscou et notamment lors du défilé du 9 mai. Au cours de la dernière retransmission télévisée, j'ai pu voir l'un de ces étendards de près et j'ai mon explication.
Il s'agit des étendards représentant chacun des "Fronts" de l'armée rouge en 1944-1945.
Un "Front" correspondait à un groupe d'armées, chaque groupe comprenait de 4 à 10 armées et de 300.000 à 1.000.000 d'hommes avec un nombre variable de chars (en général entre 1500 à 2500)
L'ensemble de ces forces constituait le "rouleau compresseur" de l'armée rouge fort de 6,5 millions de "frontoviki" appuyés par 20.000 chars et 65.000 canons.
Sur la carte, les fronts se succédaient du nord au sud de la manière suivante : Front de Carélie, 3e Front de la Baltique, 2e Front de la Baltique, 1er Front de la Baltique, 3e Front de Biélorussie, 2e Front de Biélorussie, 1er Front de Biélorussie, 1er Front d'Ukraine, 2e Front d'Ukraine, 3e [i]Front d'Ukraine et 4e [/i][i][i]Front d'Ukraine.
La guerre s'est terminée par la bataille de Berlin, qui a vu la ville prise en tenaille par le 1er Front de Biélorussie sous Joukov au nord et le 1er Front d'Ukraine sous Koniev au sud.
Ces étendards ont une charge symbolique très forte car ils représentent tous les sacrifices consentis pendant la "Grande Guerre Patriotique".
Sur la photo ci-dessus, les membres de cette brigade blindée se sont fait photographier devant ces étendards (il en manque un à l'appel), sans doute à l'occasion d'un 9 mai à Moscou. Ci dessous, vue de près du vexillum du 4e Front d'Ukraine.

Les pays de l'Alliance de l'Atlantique nord veulent inviter fin février ou début mars la Russie à dialoguer dans une instance prévue à cet effet, que l'Otan a boudée pendant plus de vingt mois en raison de la crise en Ukraine, selon des diplomates. Les ministres des Affaires étrangères de l'Otan avaient convenus en décembre de réanimer le Conseil Otan-Russie, une instance de dialogue en sommeil depuis juin 2014.
La première rencontre devrait réunir les ambassadeurs des 28 pays de l'Otan et l'ambassadeur russe auprès de l'Alliance, Alexandre Grouchko.
"La réunion n'aura pas lieu avant la ministérielle (réunion des ministres de la Défense de l'Otan, prévue les 10 et 11 février à Bruxelles, ndlr), mais plutôt fin février-début mars", a indiqué un diplomate.
L'Ukraine à l'agenda
"A supposer que la Russie accepte. Il faut encore en parler aux Russes, notamment de l'ordre du jour. L'Ukraine sera à l'agenda", a-t-il noté.
Relations turco-russes
Selon deux diplomates, les Alliés souhaiteraient également discuter de la prévention des incidents aériens, singulièrement à la frontière turco-syrienne, après la destruction d'un chasseur-bombardier russe par les Turcs en novembre, ainsi que la question de la transparence et de la prévisibilité des exercices militaires organisés par la Russie.
Une porte-parole de l'Otan s'est refusée à tout commentaire. Le chef de l'Alliance, Jens Stoltenberg, avait promis en décembre qu'il allait "explorer comment organiser une réunion, l'agenda et la date".

Militants 21 Times Impeded Work Of OSCE Monitors Over Past Week
Only over the previous week, militants 21 times impeded work of OSCE monitors. OSCE SMM has no access to Ukrainian-Russian border.
This was stated by the first deputy head of the OSCE in Ukraine Alexander Huh.
Over the last week, members of ‘LPR’ and ‘DPR’ 21 times impeded work of OSCE monitors. “We too often hear they were not informed and that is why they are not allowed to let us go further. They say that did not receive any orders”, said Huh.
According to Huh, OSCE monitors were trying to check presence of heavy weapons, though they were unable to do this as they were deprived of an access.
Besides, Huh emphasized that OSCE monitors have no access to Ukrainian-Russian border so far.
“Even in spite of the fact that the mandate of the mission was signed by 57 countries, as well as despite of Minsk Agreements, we have no opportunity to perform our tasks”, Huh added.
As previously reported, pro-Russian sniper opened fire on an OSCE patrol vehicle in terrorist-controlled district of Donetsk region on January 16.
Minsk Process Will Be Disrupted If Militants Continue To Attack OSCE SMM, – Hug
In case militants continue to attack OSCE monitors, the Minsk process may be disrupted.
This was stated by the first deputy head of the OSCE in Ukraine Alexander Hug.
As stated by Hug, the trust to military commanders of those militants who continue to attack OSCE monitors will disappear. In such a case, Minsk process will be disrupted while OSCE monitors will no longer be able to perform their tasks.
Still, Hug emphasized that the mission is not so easy to scare. On the contrary, it will continue to expand.
“They will neither scare nor stop us, we will continue to perform our mission as long as it is possible for unarmed monitors”, emphasized Hug and added he needs guarantees that unarmed OSCE monitors will no longer become victims of violence.

Herashchenko Told About Results Of Negotiations Of Trilateral Contact Group
The results of another round of talks of Trilateral contact group in Minsk was described as one that gave no progress by the representative of Ukraine Iryna Herashchenko.

Iryna Herashchenko noted that at the last minute, the militants put forward unacceptable conditions, thus, disrupting the coordinated exchange of hostages. They also could not explain why despite the agreement on ceasefire in eastern Ukraine, Ukrainian military positions are shelled every day.
“The proposals of Ukraine concerning the release of illegally detained persons were neglected once again. We provided specific proposals on January 6. We got to the meeting where no response to our proposals were received. The militants started to write, make some lists right there and ended up making cynical proposal which is even shameful to comment on- they proposed to release 17 people instead of 25 planned, and required the release of 63 people from us”, – said Iryna Herashchenko .
OSCE representative in the Trilateral Contact Group Martin Sajdic said that Kyiv held the direct talks with the militants to exchange hostages, promising to report more details later. He then emphasized that security subgroup reported on demining of 2 of the 12 priority areas in the east of Ukraine. The other areas are to be demined on March 21, in accordance with the arrangements.
At the previous meeting a week ago, the parties agreed on a ceasefire in the east of Ukraine once again. In addition, there was an agreement to release 50 hostages from the both sides. The exchange was to take place on January 20. This was reported by the humanitarian subgroup’s member, Presidential Commissioner for peaceful settlement of the situation in the East Iryna Herashchenko. Later she said that militants blocked the Ukrainian request to exchange 25 hostages.
As was previously reported, the representatives of “DPR/LPR” put forward unacceptable conditions of the exchange of prisoners yesterday.

European Parliament Supports Deployment Of Peacekeeping Mission In Donbas
European Parliament supports the initiative of Ukrainian government to deploy the peacekeeping mission, as well as the EU security mission in Donbas.
This was stated in the resolution approved by the European Parliament on Thursday in relation to Association Agreement, including deep and comprehensive free trade area with Ukraine, Georgia and Moldova, ‘Ukrinform’ reports.
As stated in the document, the European parliament will take into consideration the appeal of the Ukrainian leadership to deploy an international peacekeeping mission along the Ukrainian-Russian border, as well as in the Donetsk and Lugansk regions.
Besides, the EU supports the proposal to deploy an international mission led by the EU in the framework of the common security and defense policy in the region in case appropriate conditions are established and the Minsk Agreements are partially implemented.
EU is deeply concerned about the stage of implementation of the Minsk Agreements. It was once again emphasized that the major part of responsibility lies on Russia.
Finally, the document expresses unconditional support for the territorial integrity of Ukraine, Georgia and Moldova. EU calls on Russia to de-occupy the Crimea and immediately stop the aggression in Ukraine.
The European Parliament welcomes the decision of the EU Council to extend economic sanctions against Russia imposed because of failure to implement the Minsk agreements.
As previously reported, the UN assessment mission on stabilization of the situation in Donbas will arrive to Ukraine on January 23.

More evidence of direct links between Russia and Islamic State have been discovered. The coordinator of the Information Resistance (IR) online activist group reported that a pro-Russian militants’ truck that got hit with an IED was transporting 9P132 Grad-P Partizan man portable rocket launchers with manuals in Arabic (all photos by IR).
It is reported that the truck was moving without any additional security measures in the opposite direction from the frontline, toward the border between the Ukrainian Donetsk region and Rostov region of the Russian Federation, the segment within the militant-controlled area of Donbas. The IR report hints that the weapons were produced in the breakaway areas of Donbas and might be intended for shipment to Syria via Rostov Oblast and Russian-annexed Crimea. Now it becomes obvious that the weapon is manufactured in Russian-occupied areas of Donbas.

Interestingly, the weapon systems come with Arabic-language instructions. This gives reason to believe that the weapons are intended for IS militants commanded by Soviet and Russian-trained Saddam’s army generals.
As the Center for Army, Conversion and Disarmament Studies (Kyiv, Ukraine) earlier reported, production of Grad-P launchers was set up, with aid from Russian engineers, at a facility owned by PJSC Komsomolske Ore Mine Administration based in Komsomolske, Starobeshev District of the terrorist occupied part of east Ukraine.
Azeri media reported before that Islamic State fired rockets at the Turkish Bashiqa military camp in Iraq’s northern Mosul province. Turkey’s general staff said in a statement that Katyusha type projectiles fell into the camp. Grad-P, otherwise known as Partizan, is a light portable rocket system developed in the middle of the 1960s for North Vietnamese forces at war with the US. The system can engage targets such as enemy troops, weapons installations and vehicles in locations unsuitable for artillery deployment. Production was launched in 1965, and exports started in the spring of 1966. The 9P132 Grad-P man-portable rocket launcher system was previously manufactured by Kovrov Mechanical Plant, Russia.

It is reported that the truck was moving without any additional security measures in the opposite direction from the frontline, toward the border between the Ukrainian Donetsk region and Rostov region of the Russian Federation, the segment within the militant-controlled area of Donbas. The IR report hints that the weapons were produced in the breakaway areas of Donbas and might be intended for shipment to Syria via Rostov Oblast and Russian-annexed Crimea. Now it becomes obvious that the weapon is manufactured in Russian-occupied areas of Donbas.

Interestingly, the weapon systems come with Arabic-language instructions. This gives reason to believe that the weapons are intended for IS militants commanded by Soviet and Russian-trained Saddam’s army generals.

Turkey’s general staff said in a statement that Katyusha type projectiles fell into the camp. Grad-P, otherwise known as Partizan, is a light portable rocket system developed in the middle of the 1960s for North Vietnamese forces at war with the US. The system can engage targets such as enemy troops, weapons installations and vehicles in locations unsuitable for artillery deployment. Production was launched in 1965, and exports started in the spring of 1966. The 9P132 Grad-P man-portable rocket launcher system was previously manufactured by Kovrov Mechanical Plant, Russia.

Les cyberattaques contre l’industrie de l’énergie électrique ukrainienne continuent. Le 19 Janvier a été découvert une nouvelle vague de ces perturbations, où un certain nombre de sociétés de distribution d’électricité en Ukraine ont été ciblées après les pannes de courant de décembre 2015.Ce qui est particulièrement intéressant est que le logiciel malveillant utilisé dans cette nouvelle offensive numérique n’est pas Black Energy, un code pirate apparu en décembre.
Bilan, qui sont les auteurs de ces piratages ? Le malware de ce 19 janvier est basé sur une porte dérobée open-source librement accessible. Une méthode qui ne ressemble pas à celle utilisée par un pirate étatique. Une adresse IP utilisée partait de Poney Telecom (62-210-83-213.rev.poneytelecom.eu), en région parisienne. La seconde adresse exploitée dans l’attaque, ftp.ubcua.tv.

Chubarov Proposes To Expand Minsk Format With Crimean Issue
Mejlis leader Refat Chubarov proposes to include the issue of de-occupation of Russian-annexed Crimea in the Minsk process.
He said this in a comment for ZN.UA.
“Just a week ago, some of our partners said they could not retreat from their promises. I said this was not in any case retreating from the promises”, – said Chubarov.
He explained that Minsk agreements relate to the territorial integrity of Ukraine.
“It’s a question of interpretation. We are fed with the interpretations of Mr Putin! We believe that the issue of restoration of the territorial integrity of Ukraine, fixed by the Minsk agreements, must include de-occupation of Crimea”, – said the leader of the Mejlis.
According to him, if Ukraine will create an international platform for the return of Crimea, Russia can threaten to interrupt the dialogue with the settlement of the situation in the East and will use ultimatums.
“However, the steps proposed by Ukraine – negotiations instead of war – the international community cannot help accepting”, – said Chubarov.
It should be recalled that the monitoring mission of the Council of Europe on Human Rights intend to assess the situation in Russian-annexed Crimea.

According to him, the leaders are ready to pay significant amounts of money to the special services – even up to a million dollars – to eliminate each other.

Les troupes pro-russes utilisent des mortiers de 120 mm à proximité même de la ligne de démarcation. Après avoir étudié les Photos et identifié l’endroit exact de la prise des photos, il a été constaté que l’arme ne soit pas dirigé vers les forces armées ukrainiennes, mais dans une direction complètement opposée.

Le champ de tir maximal de ce type du mortiers avec la munition numéro 6 va jusqu’à 7200 m.

Je vois de plus en plus (pas dans ma boule de cristal) mais en lisant les communiqués de ci, de là, que l'Europe serait "capable" de brader la Crimée pour le Donbass, même ruiné...
On mettra la main au portefeuille pour reconstruire, n'est-ce-pas ! Si c'est le prix à payer pour que les "affaires" reprennent avec la Russie
Heureusement, les USA et le Canada ne l'entendent pas de cette oreille (pour la Crimée), notamment grâce à la très importante diaspora Ukrainienne qui pèse de tout son poids dans leur politique étrangère

According to Igor Reshetnyak, a Ukrainian activist in France, the Forum should become an annual event that would deepen connections between Ukrainians all over France. The Forum was opened by Ukrainian ambassador to France Oleh Shamshur and Head of the representative committee of the Ukrainian community in France Taras Horishniy.

The Forum took place in the Ukrainian cultural-information center in Paris, provided by the French embassy in Paris. “The Forum will allow to unite the Ukrainian community in France and channel ambitions into implementing specific projects, and also will allow Ukrainians a unique opportunity to showcase their traditions, culture, and cuisine, and also to understand each better and coordinate our mutual efforts into deepening the bilateral relations between the two countries,” said Oleh Shamshur, the Ukrainian ambassador to France, as reported by Ukrinform.
The forum covered a broad scope, exploring opportunities for collaboration in the sphere of culture, education, art, humanitarian affairs, business, travel, civic activity and others.
The forum was attended by many French partners, according to Ukrinform. In particular, the president of the Joyeux Petits Souliers (“Merry little shoes”) François Blanchet spoke about the organization of the annual French tour of the Lviv children’s dance school. “We support Ukrainian talents and each year organize a seven-week tour of children’s dance groups in the French province.” UNESCO is a partner of this event. Among other things, the association supports pediatric hospital in Lviv.
French documentary filmmaker Bertrand Normand came to the forum to talk about his own film project about Ukraine and Ukrainians. According to him, the film is 70% ready. Its characters are simple Ukrainians from Lviv, Kyiv, Odesa, and Donetsk (those that left the occupied territories). “Very soon I will conclude talks with French TV about the upcoming broadcast of the documentary,” he said, adding that at the Forum he met several people who may become the new heroes of his film.
The French assistant deputy Jérôme Ragenard and film producer Christophe Delord attended the forum to find new partners and participants for future a Ukrainian festival which will be financed by private European structures. “Ukraine is a unique country which is little known here in France. Through the festival we plan to open the eyes of the French to the potential of your country and its inhabitants. No politics, only the benefits of the mentality, strength of spirit, traditions, and history of your people,” said Ragenard.
The Forum hosted a variety of cultural events – master classes of traditional Ukrainian jewelry, pysanky Easter eggs, and also heard the performances of the Ukrainian choir of St.Volodymyr and the Ukrainian singer of Georgian origin Nebo Nutsubidze, the finalist of the competition Voice of Ukraine-2015.
