La feuille de route officielle de la commission UE-Ukraine qui "planche sur le sujet", c'est de proposer un calendrier au mois d'octobre 2015 pour la libéralisation des visites court-séjour "SI TOUTES LES CONDITIONS SONT REMPLIES !!!"
Maintenant, certains états de l'UE poussent à la roue pour libéraliser avant cette date, il s'agit du "Groupe Baltique" : Estonie, Lettonie, Lituanie et Pologne, ainsi que le "Groupe de Visegrad" : Tchéquie, Slovaquie, Hongrie et aussi Pologne. Bon je vais faire une réponse de Normand, je pense qu'on peut s'attendre à une libéralisation pour l'été 2015.

"Dès que possible et aussi loin que possible." À propos de cela, Tusk a déclaré dans une interview à la télévision publique Channel One ukrainienne :
"Je ne doute pas de la bonne volonté des 28 pays membres et toute l'UE d’avancer sur le régime sans visa. C’est un fait. Mais au-delà de nos souhaits il y a aussi des procédures et des normes à respecter. Et c’est ce qui retarde le processus. Certains critères sont purement techniques, ils doivent être évalués par la Commission européenne et donc je ne veux pas spéculer sur toutes les autres dates lors du sommet de Riga. Mais cela constitue mon désir profond, donc nous allons confirmer notre intention commune d'introduire le régime sans visas dès que possible car c’est réalisable.
Mais ici, il nous faut évaluer les mesures prises par l’Ukraine. Les premières mesures prises en Ukraine sont très efficaces, en particulier, pour commencer à délivrer des passeports biométriques, ce qui implique une organisation et des contraintes techniques complexes à résoudre.

Mais ma femme est arrivée ce Samedi avec un Visa Touristique Italien afin d un regroupement familiale (Schengen bien entendu).
Mais bon je ne me divulgue pas trop car pour l'instant ça ne se passe pas super bien (Madame est malade alors... ).
Pour revenir sur le sujet, l Ukraine va y arriver c'est certain faudra surement juste être patient (grand bien mot je sais).

Alors je suis très désolé pour toi que tu subisses ce genre de déconvenue : ta femme qui vient te rendre visite et clouée au lit...
J'espère qu'elle va vite se remettre. C'est con d'avoir programmé des trucs intéressants et de devoir annuler ensuite pour un problème de santé

Petro Poroshenko and Jean-Claude Juncker expressed common concern over the escalation in Donbas and condemned militants’ shelling of civilians near Mariupol.
The parties discussed ways to ensure the fulfillment of the Minsk agreements by Russia.
The Head of State informed that pursuant to the decisions of the Ukraine-EU Summit held in Kyiv in April, Ukraine conveyed the final report on the fulfillment of the recommendations of the Plan of Actions on the liberalization of the visa regime with the EU for the Ukrainian citizens to the European Commission on August 17. Now, Ukraine expects positive recommendation on the establishment of the visa-free regime.
In return, Jean-Claude Juncker assured that the European Commission will fulfill its part of obligations and submit respective recommendations for consideration by the EU states by December 15 on the basis of the progress achieved by Ukraine.
The parties also praised positive dynamics in the process of ratification of the Ukraine-EU Association Agreement and confirmed willingness to start the implementation of DCFTA from January 1, 2016.
Petro Poroshenko and Jean-Claude Juncker agreed to hold a meeting shortly.

At the meeting in Brussels, President Petro Poroshenko and President of the European Council Donald Tusk discussed the situation in Donbas and the steps required for de-escalation. They also underlined the need for the implementation of the Minsk agreements.
“Constant shelling must be immediately terminated and the peace process must be given a chance for a breakthrough,” Petro Poroshenko said at the press conference.
The Head of State welcomed the achievement of the agreement on the establishment of ceasefire on September 1, but he doesn’t understand why the ceasefire cannot be achieved immediately.
The President emphasized that the non-compliance with the Minsk agreements requires a strong and consolidated response. He is hopeful that “the EU will prolong sanctions against individuals and legal entities responsible for the breach of territorial integrity and sovereignty of Ukraine in September”.
Petro Poroshenko and Donald Tusk called the verdict of the Russian court for Oleh Sentsov and Oleksandr Kolchenko unacceptable and ungrounded. The President of the European Council underlined the inadmissibility of illegal detention of Ukrainian and EU citizens on the territory of Russia. “Sentsov, Kolchenko, Savchenko and all other Ukrainians held illegally in Russia, as well as EU citizens, such as Eston Kohver, are blatant acts of injustice,” Donald Tusk said.
The parties discussed an opportunity of increasing the presence of the EU in the Minsk process.
The President emphasized that Ukraine makes every effort to implement its commitments under the Minsk agreements in full. “The support of President of the European Council Donald Tusk, President of the European Commission Jean-Claude Juncker, Chancellor of Germany Angela Merkel and President of France Francois Hollande for the constitutional amendments on decentralization is extremely important for me,” Petro Poroshenko noted. He particularly stressed that Ukraine used the experience of Poland in holding the decentralization reform. The President of the European Council expressed support to the constitutional reform that will “help conduct decentralization and accelerate judicial reform”.

President of Ukraine Petro Poroshenko urged MPs to consider and approve draft laws that must be adopted by Ukraine in order to obtain visa-free regime with the EU. It was stated at the meeting with heads of political factions of the parliamentary coalition.
The Head of State noted that Verkhovna Rada had adopted 4 out of 13 draft laws. He added that on November 9, the EU assessment mission would provide a report on the fulfillment of Ukraine's commitments within the Action Plan on liberalization of the visa-free regime with the EU.
The President informed that he would have a phone conversation with President of the European Commission Jean-Claude Juncker on the draft laws regarding the visa-free regime, the anti-corruption prosecution and the terms of fulfillment of Ukraine's commitments in those issues.
The Head of State called on MPs to support his legislative initiative on the non-use of bail for criminals accused of corruption "for the courts to be unable to release them on bail".
The President recalled resonant criminal investigations and informed that he would require them to be fully transparent.
The meeting was attended by Chairman of the Parliament Volodymyr Groysman and Prime Minister Arseniy Yatsenyuk.

Cela n'est malheureusement pas une bonne idée d'interdire la caution dans ces cas là. Il faut au contraire légiférer pour que la caution soit proportionnelle à la fraude. Au moins, l'Etat pourra récupérer une partie au moins des montants détournés, qui sont très souvent investis dans d'autres structures ou cachés à l'étranger. The Presidents discussed efforts of the Ukrainian authorities on the creation of institutional and legislative framework for struggle against corruption, which is particularly important in the context of ensuring progress in the issue of introduction of the visa-free regime for Ukrainian citizens, as well as the fulfillment of Ukraine's obligations aimed to receive macro-financial assistance from the European Union.
In this regard, the parties agreed to organize the visit of European Commissioner for Migration, Home Affairs and Citizenship Dimitris Avramopoulos to Ukraine in the nearest time.

The Presidents discussed efforts of the Ukrainian authorities on the creation of institutional and legislative framework for struggle against corruption, which is particularly important in the context of ensuring progress in the issue of introduction of the visa-free regime for Ukrainian citizens, as well as the fulfillment of Ukraine's obligations aimed to receive macro-financial assistance from the European Union.
In this regard, the parties agreed to organize the visit of European Commissioner for Migration, Home Affairs and Citizenship Dimitris Avramopoulos to Ukraine in the nearest time.
The Presidents praised the completion of ratification of the Association Agreement between Ukraine and the EU in the Czech Republic and the Republic of Cyprus.
In the context of the launch of DCFTA on January 1, 2016, Petro Poroshenko and Jean-Claude Juncker discussed the future visit of European Commissioner for Trade Cecilia Malmstrom to Ukraine that will take place on November 12-13.
The President of Ukraine informed the President of the European Commission on the situation in Donbas and the fulfillment of the Minsk agreements. The Head of State emphasized an exceptional importance of preserving solidarity and unity of the EU in the issue of sanctions against Russia and ensuring the restoration of territorial integrity of Ukraine.

Les députés ukrainiens ont voté jeudi contre un amendement du code du travail visant à interdire les discriminations à l’encontre des minorités sexuelles, une mesure dont la mise en oeuvre est pourtant exigée par l’Union européenne en préalable à une libéralisation du régime des visas souhaitée par Kiev. Seuls 117 députés ont voté en première lecture en faveur de cette mesure, alors qu’un minimum de 226 voix est requis.
« Un statut spécial envers les minorités sexuelles est aujourd’hui inacceptable. Ils ne sont pas victimes de discrimination », a justifié Pavlo Oungourian, député du « Front populaire » du Premier ministre Arseni Iatseniouk.
L’obtention d’une libéralisation du régime des visas dans la zone Schengen est une promesse phare des autorités pro-occidentales, arrivées au pouvoir après la chute du régime du président prorusse Viktor Ianoukovitch destitué après trois mois de contestation proeuropéenne sur le Maïdan à Kiev, réprimée dans le sang.
Au préalable, Kiev doit compléter un programme de mesures qui vont de la délivrance de passeports biométriques, à la bonne surveillance des frontières et une politique migratoire et d’asile performante pour éviter que le pays ne devienne une porte d’entrée incontrôlable dans l’UE.
De nombreuses autres conditions, comme l’état de droit, le respect de la liberté de mouvement, la lutte contre la corruption, le crime organisé et les discriminations, sont également exigées par Bruxelles.
« C’est un véritable coup porté à nos chances d’obtenir une libéralisation du régime des visas », a réagi Irina Guerachtchenko, députée à l’origine de la proposition d’amendement, sur sa page Facebook.
Selon Irina Souchko, de l’ONG ukrainienne « L’Europe sans barrières », ce vote représente « une grande perte en terme d’image pour l’Ukraine ».
« Nous savons qu’il y a des discriminations contre la communauté LGBT dans le cadre du travail et pas seulement dans ce cadre », a renchéri Tetiana Mazour, directrice d’Amnesty International pour l’Ukraine, interrogée par l’AFP.
« Le fait que cet amendement anti-discrimination n’ait pas été adopté témoigne de l’incapacité à surmonter les stéréotypes erronés de l’époque soviétique », a-t-elle ajouté.
L’homosexualité, qui était punie par la loi en URSS, reste très stigmatisée en Ukraine, une ex-république soviétique où l’Église orthodoxe a une forte influence.

En Ukraine, la lutte contre la corruption est bien plus prioritaire que les autres points évoqués. Le régime sans visa pourrait passer s'il y a avait de réelles avancées dans ce domaine, et pas seulement des déclarations velléitaires ou des rideaux de fumée.

Chairman of the Ukrainian Verkhovna Rada Volodymyr Groysman believes that Ukraine will see a "clear decision" already this year on the visa-free regime with the European Union.

"I think you'll agree that dissociating Ukraine as a European state by way of visas from our partners in the European Union is an echo of the Soviet past. And that is why we sincerely believe that this year we will get a very clear decision on the introduction of such a visa-free regime. This will be a step towards bringing peoples together," he said at a meeting of the Youth of the European People's Party (YEPP) on the second anniversary of the Revolution of Dignity in Kyiv on Friday.
Groysman said that the parliament had recently adopted all necessary bills needed for the introduction of visa-free travels.
Kyiv is hosting the YEPP's Council of Presidents on Friday. Over 70 young politicians from 30 European countries have been invited. A panel discussion, involving Ukrainian Finance Minister Natalie Jaresko and Deputy Economic Development and Trade Minister Maxym Nefyodov, is scheduled as part of the event.
YEPP, The Youth of the European People's Party is the largest Political Youth Organization in Europe with more than 1.6 million people from 39 countries.

The European Union could lift visa requirements for Ukrainians by the second half of 2016.
Kyiv is now awaiting the EU Commission’s final report on the results of Ukraine’s visa liberalization action plan. The report, which is expected to be released in December, then has to be followed by a political decision by the EU on whether to rescind visas requirements for Ukrainian citizens for short-term travel to the EU.
Ukrainian Prime Minister Arseniy Yatsenyuk said during his recent trip to Brussels that Ukraine has fulfilled all of the requirements to obtain a visa-free regime.
“Ukraine has accomplished all the tasks required for a visa-free regime to be launched. We hope for a positive decision from our European partners,” Yatsenyuk said on Dec. 7 after a meeting of the Association Council, a forum that takes stock of the progress made on the EU-Ukraine Association Agreement.
Ukrainian President Petro Poroshenko echoed these hopes on Dec. 12, saying he expects the EU Commission to officially acknowledge the progress Ukraine has made in adopting and implementing the legislation it needs for visa liberalization with Europe.
Brussels seems to have a similar assessment of Ukraine’s chances of obtaining a visa-free regime: EU Neighborhood Policy Commissioner Johannes Hahn, speaking to media after talks with Yatsenyuk on Dec. 7, said he was “pretty sure we’ll have a very positive report (by the EU commission).”
“But I don’t want to predict the final outcome,” Hahn said.
And Ukraine has to keep up its fight against corruption to keep moving closer to the EU, he said.
“The fight against corruption was, is, and stays at the top of our joint priority list,” Hahn said.
Oleksiy Melnyk, an analyst the Kyiv-based Razumkov Center think tank, says that judging from officials’ public statements “it looks realistic to expect a positive decision (on the visa-free regime by the EU) from the second half of next year.”
The EU is expected to move fast in lifting visa requirements for Ukrainians once the Ukrainian government fulfills all of its commitments, Melnyk said.
“But the key here is the fight against corruption,” he added. “Once Ukraine takes real steps (in fighting corruption), then it (the approval of visa-free travel) will be a formality.”

bonjour, concrètement cela concerne tous les visas...je dis à Alina de ne pas se déplacer à kiev lundi 21 pour déposer sa demande et passer son examen de français.
