Le rapport du jour de l'OSCE. Ca a bardé hier.

Russia Sent Airborne Troops Headed By Russian Colonel To Novoazovsk

The unit of the 45th separate Special Forces brigade of the Airborne Troops of the Russian Armed Forces was deployed to Novoazovsk.

This was reported by the Main directorate of intelligence of the Ministry of Defence of Ukraine.

Due to the fact of arrival of Russian troops to the occupied town, it is expected that sabotage and reconnaissance activities of the Russian Occupation Troops in Mariupol direction will be intensified.

The unit is directly headed by the brigade commander, Colonel of the Russian Armed Forces Pankov Vadym Ivanovych, a native of Homel, Moscow oblast.

“The fact that in 1992, fleeing from the war in Nagornyi Karabakh, Lieutenant Vadym Pankov arrived in Ukraine, took the Oath of Allegiance to the people of Ukraine and served in the Armed Forces of Ukraine as a commander of a Special Forces group of the 2nd battalion of the 9th separate Special Forces brigade (Kirovohrad) is carefully concealed in the official biography of this Russian officer.” intelligence reports.

At the end of 1993, he officially transferred from the Armed Forces of Ukraine to Russia’s Armed Forces, where he took direct participation in the establishment of the 45th separate Special Forces brigade.

Besides, in 2009, being a commander of the 45th separate Special Forces regiment, he participated in raider actions in the interests of the criminal underworld leader of the building business “Hlyba” (Oleksiy Khramushyn – son-in-law of Colonel-General Volodymyr Shamanov, commander of the Airborne Troops of the Russian Armed Forces), using subordinate service men from groups of the Special Forces regiment known as “titushki”.

In January 2015, he personally organized the attempt to destroy the reconnaissance group of the 73rd Special Forces Marine Center of the Navy of Ukraine in the area of Hranitne-Mykolayivka (Mariupol direction) resulting in the death of Captain 1st rank of the Armed Forces of Ukraine Yuriy Olefirenko (Vadym Pankov and Yuriy Olefirenko served together in the 2nd battalion of the 9th sep SF bde of the Southern Operational Command of the Armed Forces of Ukraine in Kirovohrad in 1992-1993).

On le savait déjà.

Bellingcat: Russia Shelled Territory Of Ukraine With “Grad” Systems More Than 300 Times

The Bellingcat international team of investigative journalists has established the facts of using the Grad multiple launch rocket systems by the Russian side from its territory against Ukraine.

Head of the organization Eliot Higgins said this to one of the German TV channels, – Ukrinform reported.

“We investigated the attacks in Ukraine of the summer of 2014. Many facts argued that the attacks had been launched from the other side of the border, in Russia, but we did not have enough evidence”, – Higgins said.

Now, according to him, the evidence have been obtained basing on the analysis of the satellite data. Using the open Google programs, “one can see that the fields (in eastern Ukraine) have come under Grad fire, more than 300 attacks, since mid-July 2014”, – he noted.

The same maps show the multiple launch rocket systems hidden in the shelters. The Russian servicemen shot in at least five directions. There is the video evidence in social networks, and it was possible to establish the exact places with the help of Google Maps. “Everything indicates that those were the planned attack”, – the analyst summed up.

As known, since the beginning of military aggression in Donbas Bellingcat analysts have repeatedly presented evidence of the presence of Russian military and weapons in Ukraine, despite the fact that Russian authorities claimed the opposite.

In addition, Bellingcat experts were involved in the investigation of the crash of Malaysian Boeing which was shot down by the militants over the territory of Donetsk region in 2014, all 298 people on board were killed. The report mentioned the names of Russian military who, according to the analysts, were involved in the MH17 accident.

Earlier, Bellingcat said that the “Buk” which shot MH17 down was under the control of militants.

Tuka: Militants Wounded Border Guard Firing Against Stanytsia Luhanska

Chairman of the Luhansk regional military-civilian administration Heorhii Tuka reported one border guard wounded due to the militants' shelling of Stanytsia Luhanska tonight.

He wrote this on Facebook.
“Shots in Stanytsia Luhanska were heard again tonight. Trailers of the border guards were damaged. One border guard was wounded. Here is an answer to the question when the checkpoint will be opened”, – wrote Tuka.

It should be recalled that on April 14, militants shelled four checkpoints in the ATO zone, using small arms and mortars. Then, Stanytsia Luhanska checkpoint was attacked twice.

Là aussi on a pas de doutes:

NATO Сonfirmed Presence Of Russian Troops In Donbas

The North Atlantic Alliance considers Russian military presence in the temporarily occupied Donbas as provocation that exacerbates the conflict.

NATO Deputy Secretary-General Alexander Vershbow said this in an interview with TSN.

He noted that Russian troops are still present in Syria as well as in eastern Ukraine. Vershbow also said that there are specially recruited people in Donbas except regular Russian soldiers.

“Recruited local forces, so-called volunteers from Russia, as well as regular Russian troops are operating here. Although the Russian military withdrew markings and invented call signs, we know, not only through intelligence, but through public resources, including social networks, that a large number of Russian military still stay in eastern Ukraine”, – said NATO Deputy Secretary-General.

Vershbow said that the Russian military presence in Donbas looked as if the Kremlin was trying to further aggravate the situation. The representative of the Alliance believes that the use of heavy weapons and ceasefire violation of silence is bright evidence of this.

It should be recalled that Bellingcat international team of analysts established the facts of using the Grad multiple launch rocket systems by the Russian side from its territory against Ukraine.

Nearly 10,000 Russian regular forces stationed in Donbas - Stratfor analyst

Russian-backed separatist forces keep violating Minsk ceasefire deal

Three or four Russian military brigades, comprising about 10,000 regular servicemen, are currently involved in the hostilities in the Donbas conflict zone.

Nearly 40,000 Russian soldiers are stationed near the Ukraine-Russia border.

This was reported by Lauren Goodrich. Stratfor, Senior Eurasia Analyst, in her interview with the Ukrainian news outlet ‘Apostrophe'.

"According to our information, Russia has deployed about 40,000 troops near the border with Ukraine. In the meantime, these people stay within the territory of Russia. NATO officials have confirmed this information. However, it is difficult to say exactly how many Russian servicemen are fighting in Donbas. According to recent data, three and four brigades of Russian regular forces are now stationed in eastern Ukraine. It means that about 10,000 Russian servicemen are involved in the hostilities", Goodrich says.

As of March 31, 675 Russian regular servicemen were killed while fighting in the war zone since the conflict broke out.

Readout of the President’s Call with President Vladimir Putin of Russia

Russian proxies violate ceasefire 23 times in last day

The combined Russian-separatist forces attacked Ukrainian army positions in eastern Ukraine 23 times in the past 24 hours, using banned weapons 11 times, according to the press center of the Anti-Terrorist Operation (ATO).

”The illegal armed groups were active in the Donetsk and Mariupol sectors. The invaders fired 120mm mortars on our fortified positions near the town of Avdiyivka and Butivka coal mine. They also used 82mm mortars to shell areas near the villages of Leninske, Opytne, Shyrokyne, Mayorsk, Berdianske and the town of Maryinka,” the press center said.
The highest number of militant attacks was carried out in the direction of Maryinka, where, in addition to mortars, the militants fired heavy machine guns, rocket-propelled grenades and small arms six times on Ukrainian troops.

”The Ukrainian military had to return fire nine times in order to prevent the approaching of militants at a dangerous distance from the villages of Sakhanka, Trudivske and Bezimenne,” the press center said.

OSCE SMM says Russian militants threaten to open fire at monitors if close to Ukraine Army

OSCE SMM reports of threats coming from militants to open fire if the monitors put their vehicles near the positions of the Armed Forces of Ukraine, that`s according to the mission`s report of April 18, published on Tuesday.
”The SMM received threats from armed men. While in ”DPR”-controlled Donetsk city, a ”DPR” member approached an SMM patrol, claiming that he had seen SMM vehicles near a Ukrainian Armed Forces excavator and said he would open fire at the monitors if this were to happen again,” reads the report.
Following this, the militant left the scene.

In a separate incident, armed ”LPR” members in ”LPR”-controlled Parkhomenko (29km east of Luhansk) threatened to detain SMM monitors.

It is noted that armed ”LPR” members stopped the SMM at a checkpoint near the entrance to ”LPR”-controlled Parkhomenko border crossing point and asked for the SMM patrol plan.

”When the SMM refused to show the patrol plan, the ”LPR” members told the SMM to depart and threatened to detain the SMM if it diverted from the main road upon departure,” the OSCE SMM said. ”The SMM notified the Joint Center for Coordination and Control, which said that the border area is not under its jurisdiction and advised the SMM to leave.”

More casualties on the frontline in eastern Ukraine

Fighting in Donbas shows no sign of abating

3 Ukrainian soldiers have died, 5 were wounded in the clashes with the Russian-backed separatist forces. They shelled the positions of Ukraine's army more than 70 times in the last 24 hours.

The most instense shooting took place near Donetsk and Mariupol.

Kyiv reports the militants continue to use artillery officially prohibited by the Minsk agreement.

Trilateral Contact Group Agreed To Release 25 Ukrainian Hostages Before Easter

Ukraine expects 25 hostages, who are now being detained in the territories uncontrolled by Ukraine, to be released before Easter.

This was stated by the spokesperson of Leonid Kuchma who is representative of Ukraine within Trilateral Contact Group, after the meeting of the Group in Minsk.

“We can also ascertain progress in the process of liberation of our pilot Nadiia Savchenko and expect her return to Ukraine”, – Darka Olifer wrote on Facebook.

In turn, Iryna Herashchenko, representing Ukraine in the humanitarian subgroup of Trilateral Contact Group, said that Kyiv was ready to transfer 50 people wanted by “DPR” militants.

According to Olifer, “constant attacks” remains the key issue that hinder progress in the addressing of all other issues. Also, the Ukrainian side is seriously concerned about militants’ threats against OSCE observers.

In addition, Kyiv warned that a parade of military equipment in Donetsk on May 9 would be considered as violation of the Minsk agreements.

It should be recalled that the meeting of the Trilateral Contact Group to resolve the conflict in the occupied Donbas took place in Minsk today.

Russia Sent 51st Illegal Convoy To Donbas

51st MOE automotive column of supposedly "humanitarian aid" went to the temporarily occupied Donbas.

Ukrainian Pravda reported this referring to Russian news agencies.

It is noted that the column consists of more than 100 cars. Emergencies Ministry says that the cars will bring about 1,200 tons of cargo to Donbas, including food, daily necessities, medicine, fire-technical property, literature.

As known, Ukraine stands against uncontrolled entry of the so-called “humanitarian convoys” from Russia into its territory, as they can bring aid for pro-Russian militants.

It should be recalled that on March 24, Ukrainian-Russian border was illegally crossed by the 50th “humanitarian convoy”. According to the Ukrainian intelligence, two trucks of the 49th illicit convoy that arrived to Ukraine on February 18, brought ammunition and small arms to Donetsk. According to the State Border Guard Service of Ukraine, the trucks were filled by a third, also in the cars, there were expired canned meat and books of unknown contents.

Russia needs to quit Ukraine before sanctions talks begin, says Poroshenko

No talks on lifting Western sanctions against Russia should take place until Moscow completely withdraws its military presence from Ukraine, President Petro Poroshenko said on Thursday.

Any sanctions relief in return for a partial fulfillment by Russia of the conditions of the Minsk peace deal "will be a direct threat to solving the situation in Donbass," the region of eastern Ukraine where pro-Russian separatists are battling Ukrainian government forces.

Kiev says Russia has sent troops and heavy weapons to the region, but Moscow has repeatedly denied this.

Extended at the end of last year, the Minsk deal signed by Russia, Ukraine, France and Germany aims to give Ukraine back control of its border with Russia, see all heavy weapons withdrawn, return hostages and allow an internationally monitored local election in the east.

Speaking after talks with Romanian President Klaus Iohannis in Bucharest, Poroshenko said he was convinced that early sanctions relief "can prompt Russia to continue its aggressive actions .... The Minsk agreements must be implemented in their entirety."

NATO Secretary-General Jens Stoltenberg said on Wednesday that the first formal meeting with Russia's envoy to the alliance in almost two years underscored the deep East-West divide over Ukraine.

"It was reconfirmed that we disagree on the facts, on the narrative and the responsibilities in and around Ukraine," he said.

Russian Special Automotive Vehicles Arrived To Donbas

Russia started to supply militants in Donbas with special automotive vehicles.

This was reported by the press secretary of Ukrainian Border Guard Service Oleg Slobodyan during a briefing in Kiev.

“On April 18, Russia started to illegally send special automotive vehicles through a closed check point to separate districts of Donetsk and Luhansk regions for the needs of the so-called ‘Ministry of Emergency Situations of the separatist quasi-state formation’”, Slobodyan explained.

According to him, Russia is sending fire fighting vehicles, road-tankers, and accident rescue vehicles.

The supplies will be completed until April 28, Slobodyan told.

As previously reported, Russia sent an echelon carrying Grads and tanks to Debaltsevo

Seven reasons why Putin’s war in Ukraine is a turning point in Russian and world history

Devastation in the Donbas - the product of Putin's military aggression into peaceful Ukraine. (Image: Slavyansk Delovoy)

As the world’s attention shifts, many Russians and many in the West are telling themselves that Vladimir Putin’s war against Ukraine has been a war like any other regardless of whether they support it or not. But in fact, as Arkady Babchenko points out, this has been something else, “a point of bifurcation” and a fundamental turning point in Russian and world history.
Citing the Russian commentator’s words with approval, US-based Russian commentator Kseniya Kirillova lists seven reasons why Babchenko is right, reasons that no one should forget or even worse dismiss as the world “moves on” from Ukraine and Russia to other issues:

  • First, as Kirillova points out, Putin’s war in Ukraine began with the Anschluss of Crimea, the first time since World War II that “one state in Europe annexed part of another sovereign state.” That action “violated all the recognized borders in Europe, the entire system of guarantees and international treaties which existed in the world and the world order as such.”

  • Second, the Russian intervention was based entirely on lies rather than reflecting real concerns. There was no ethnic genocide against ethnic Russians, as Moscow charged, nor did the regime that emerged from the Ukrainian Revolution of Dignity represent “a fascist junta,” as Putin continues to say.

  • Third, despite the obvious role of Russian troops in Crimea and the Donbas, Moscow has denied they are there, only occasionally acknowledging what it can’t say isn’t true but confusing the situation enough for some to allow them to include theKremlin’s version of reality in the list of all versions.

  • Fourth, Putin’s war in Ukraine has been marked by “a particular level of cynicism and shamelessness” by Russians who have no excuse not to know what is going on in Ukraine, a country with which they have shared many, and instead have beenwilling to believe whatever the Kremlin and Kremlin TV tell them.

  • Fifth, as Kirillova writes, “the war in the Donbas has destroyed all those values on which the Russian state had been based and had supported in recent years,” transforming Russia from a country aspiring to be a modern European state back into an evil empire and dictatorship.

  • Sixth, “the war in the Donbas has irreversibly changed Russia itself” by involving far more people in the criminal activities of the Russian state and leading them to lie about what they and that state are doing and to become increasingly hostile to anyone who questions what Putin and they are doing.

  • And seventh, the war has “irreversibly changed Ukraine and the place of Russia in the post-Soviet arrangement of the world” by promoting hostility among peoples as a whole, attitudes that undermine the principle of citizenship and cooperation and that will not be overcome for decades and perhaps longer.

For all these reasons and more, Kirillova concludes, “the war in the Donbas really has become a turning point not only in Russian but even in contemporary European history. All of the consequences of this are not yet recognized or even fully manifest. But the longer Russians” – and all others – “close their eyes to them, the more pernicious these will be.”
Pour ces raisons:

Polish Deputy Transmitted Evidence Of Russian Crimes In Donbas To Hague

Polish Sejm deputy, deputy chairman of the commission on foreign affairs of the Polish parliament's lower house Malgorzata Gosiewska transmitted evidence of crimes committed by Russia in Donbas to The Hague.

She wrote this on her Facebook page.

“Evidence of Russian war crimes committed in Ukraine were submitted”, – she wrote.

She added that more details would be provided later.

It should be recalled that Office of the Prosecutor General of Ukraine promised to finalize the materials to appeal to the International Criminal Court on crimes committed on the territory of Ukraine by the Russian leadership and representatives of the terrorist organizations “LPR” and “DPR” by the end of April.

Et finalement:

Poroshenko Expects OSCE Police Mission To Be Deployed In Donbas

President Petro Poroshenko expects OSCE armed police mission to be deployed in Donbas in the nearest future.

“As a result of the negotiations held, we expect the introduction of the new OSCE armed police mission to supervise the ceasefire, protect weapons withdrawn, to ensure the withdrawal of the occupying Russian troops from the territory of Ukraine and ensure effective control of uncontrolled areas of Ukrainian-Russian border so that new units of regular troops and new weapons do not enter the territory of Ukraine”, – said Poroshenko.

According to the President, these measures must be followed by the political settlement of the situation in Donbas.

It should be recalled that the President of Ukraine Petro Poroshenko, German Chancellor Angela Merkel and President of France Francois Hollande agreed on the prospects of OSCE police mission’s deployment in Donbas.

Le rapport du jour de l'OSCE.

NATO Dismisses Russian Claims of Civil War in Ukraine

NATO Secretary General Jens Stoltenberg speaks after a NATO-Russia Council at the Alliance's headquarters in Brussels, Belgium, April 20.
The NATO and Russia council’s first meeting in almost two years was marred by “profound disagreements” on the crisis in Ukraine, with NATO dismissing Russian claims that the conflict is a “civil war”

“During the meeting it was reconfirmed that we disagree both when it comes to the facts, the narratives, and the responsibilities for the crisis in and around Ukraine,” NATO Secretary General Jens Stoltenberg said after the meeting on Wednesday.

“And many Allies also conveyed a very strong message that we disagree when Russia try to portray this as a civil war,” he added. “This is Russia destabilizing Eastern Ukraine, providing support for separatists, ammunition, funding equipment and also command and control.”

The conflict in Ukraine’s eastern regions of Donetsk and Luhansk erupted in early 2014, when pro-European protesters toppled the pro-Russian government of President Viktor Yanukovych. Flare-ups of violence across south eastern Ukraine quickly followed, with Russia annexing Crimea, and separatists in Donetsk and Luhansk declaring independence.

Both regions border Russia and are predominantly Russian-speaking, however, it is unclear to what extent the separatist forces holding parts of them comprise of Russian mercenaries and not local forces.

NATO and Ukraine have alleged Russia is arming and providing reinforcements for those forces while Russia maintains that its servicemen that are fighting there are doing so as volunteers in what is an internal Ukrainian dispute.

“NATO Allies and Russia hold very different views,” Stoltenberg said. “But we have listened to what each of us have to say.”

Russia’s representative to the council, Alexander Grushko, was less diplomatic, telling Russian state news Itar-Tass that the meeting marked NATO’s “failed policy of isolation of Russia”.

Stoltenberg said that a new meeting had not yet been scheduled but it was possible the council would meet again.

'War in eastern Ukraine is violation of existing borders' - Russia's ex-FM

President Bill Clinton meets with Russian Foreign Minister Andrei Kozyrev in the Oval Office of the White House in Washington on Sept. 29, 1993 (AP Photo)

Andrei Kozyrev criticizes Putin's annexation of Crimea and war in Donbas

Former Russian Foreign Affairs Minister Andrei Kozyrev accused Russian President Vladimir Putin of illegally invading Crimea and fomenting war in the Donbas region.

Referring to the 90s, the ex-top diplomat told about Russia-Ukraine agreements in an interview with Voice of America.

"The countries concluded the agreements to envisage that the Soviet Union was collapsing in accordance with the boundaries existing at the time. After I resigned, some additional international treaties were signed and should also be adhered to. It is unfortunate that the Russian government decided to violate these international obligations. I think sooner or later Russia will have to return to the legal field. Then, if Ukraine wants, Crimea's fate will be discussed. But to make it happen, the relationship (between the countries) has to be re-considered and a different government should probably be in Moscow," Kozyrev said.

He added that the war in eastern Ukraine is a separate issue but is the same in its essence: "It is violation of the existing borders, invasion through non-regular forces though, but support of irregular forces."

The former Russian diplomat added that NATO had not been Kremlin's enemy, but now the Alliance has to protect its member-countries against Russia: "For all the years of its existence, NATO did nothing wrong with Russia. When we followed a peaceful course and attempted to introduce democracy in Russia, we had excellent relations with the NATO countries, NATO helped us in every way," Kozyrev said.

Kozyrev also criticized statements by Russian authorities that some Nazis allegedly seized power in Ukraine.

"Russia says that it rises from its knees, and all the while it complains that somebody hurts it, and it is surrounded by enemies. It makes me deeply sad. In my time, the situation was more complicated, because oil prices were low, stability was a big problem, and it was a period of transition, but still we did not complain. I never said that we were surrounded by enemies, never slammed Kyiv's authorities, despite the tough debate we had (with Ukraine). If we say that Kyiv is taken by enemies or fascists, it will insult Russian people, let alone Ukrainians ", Kozyrev said.

Earlier, Lilia Shevtsova, a prominent Kremlinology expert and a senior fellow of the Foreign Policy Program at Brookings Institution, claims Russian President Vladimir Putin shelved the idea of Novorossiya after he had to face sanctions from the West, and fierce resistance from Ukrainians in the east.

S'ils en sont là:

'Hitler Youth' in Donbas: Russian-backed militants recruit children

Kremlin engages Ukrainian teens in terrorist activities

Russian-backed militants in the Donbas region reportedly involve Ukrainian minors in terrorist activities, according to ZN.UA.

Recruitment of children becomes massive and turns into a systematic procedure in the territories that are not under Ukrainian government control.

Recently, the pro-Russian separatist group 'Brigade East' published a video which demonstrated a 'military sports summer camp for children and teens' in the militant-occupied Donetsk.

"The camp accommodates children from 10 to 17 years, both boys and girls, they are dressed in military uniform with the USSR and Russian Federation chevrons, some of them boast 'The Defender of the Fatherland' shoulder sleeve insignia. The children live in military tents and study military arts that comprise theory, tactics, weapon handling, shooting, etc.," according to the report.

In the town of Alchevsk, a 10-years old girl joined the illegal armed group "Ghost Brigade". She was even granted with 'a militant certificate'.

"When the Russian Movement of Schoolchildren was created in Russia (similar to the Soviet-era pioneer movement), the process of recruiting children in the militant-occupied territories has become much more dynamic. Children study the history of the self-proclaimed Donetsk and Luhansk People's Republics, their ‘political system, state symbols, awards, heroic biographies of fighters and leaders'. The school subjects include ‘language and Literature of the Donbas' nations, history of the fatherland, the Donbas citizenship'. Manuals for children are transported from Russia", the report says.

Douce illusion:

President: Political settlement of situation in Donbas is possible only after implementation of security items of Minsk agreements

President Petro Poroshenko emphasizes that there is no alternative to the return of Ukrainian sovereignty in Donbas and restoration of territorial integrity of Ukraine. However, the beginning of political settlement of the situation in Donetsk and Luhansk region is possible only after the implementation of all security items of the Minsk agreements by pro-Russian militants.

“Political settlement can be started only when security criteria are ensured. We cannot allow legitimization of Russian occupation through the mechanism of pseudo elections similar to the Crimean pseudo referendum or pseudo elections of November 2, 2014. We will not allow that,” the Head of State said in the interview with Ukrainian TV channels.

“It is the main part of the Minsk agreements - constant ceasefire and security criteria that must be complied with not only on the touch line, but also at the entire occupied territory,” Petro Poroshenko added.

According to the President, this position is also supported by Ukraine’s partners in the Normandy format and the United States.

According to the President, current OSCE SMM cannot ensure the fulfillment of the abovementioned items. Shelling is continued and the Mission cannot always record these violations of the Minsk agreements.

“For they are unarmed. They can only record the fact of shelling, but they cannot always identify the side responsible for that. Thus, we must introduce a new special police mission that will ensure the security conditions,” Petro Poroshenko emphasized.

“The OSCE mission should also deploy permanent armed checkpoints in the areas of withdrawal of heavy weaponry and in the uncontrolled area of the Ukraine-Russia border in order to prevent the supply of Russian weaponry to the militants,” the Head of State said.

“Thus, the activity of the police armed mission will be divided into three phases. First - security component. Second - preparation and holding of elections. Third - conveying power to newly elected representatives of the Ukrainian Donbas,” the President noted.

“After the completion of this process, the function of the Mission will be fulfilled,” Petro Poroshenko said.

Putin’s National Guard Suffers Injuries In Donbas, – Intelligence

Russian occupation troops, including the so-called National Guard, recently created by Russian President Vladimir Putin, have suffered losses.

This was reported by the Main directorate of intelligence of the Ministry of Defence of Ukraine.

Yesterday, on April 24, three Russian soldiers were killed and nine wounded. These were soldiers of 11th separate motorized regiment (Makiivka) and 5th separate motorized brigade (Makiivka) of the 1st Army Corps, as well as of the 6th separate motorized regiment (Stakhanov) of the 2nd Army Corps. Finally, the National Guard of RF, created by Russian President, has suffered injuries as well.

Over the past week, 32 Russian soldiers were killed and 71 soldiers wounded in the zone of anti-terrorist operation.

OSCE Denied Russian Media’s Fake About Shelling Of OSCE Patrol By ATO Forces

The OSCE representatives deny fake information of the Russian media that the SMM patrol allegedly came under fire near the village of Stanytsia Luhanska today.

This is stated in the notification of the press service of the organization on Facebook.

“The SMM patrol was in the area this morning. At 10:52hrs, while positioned on the bridge, the monitors heard several bursts of small arms approximately 400m to the south of their position”, – said the statement.

“The monitors assessed the fire as not targeting them, and left the area to assess the security situation better”, – the press service added.

Earlier on Monday, Russian media quoted fighters who reported that Ukrainian forces had fired at the OSCE SMM patrol near the checkpoint in the village of Stanytsia Luhanska.

It should be recalled that the leader of the militants Zakharchenko said that he would shoot the representatives of the OSCE police mission if they appear in Donbas.

Et le plus important:

Hague receives report on Russia’s war crimes in Ukraine

Malgorzata Gosiewska at the International Criminal Court in the Hague, April 2016. Photo from: facebook.com/m.gosiewska

On 22 April the report “Russian War Crimes in Eastern Ukraine” was conveyed to the International Criminal Court in the Hague.
Malgorzata Gosiewska, Polish MP and deputy chief of parliamentary Foreign Affairs Commission, informed about it on her Facebook. She was the initiator of creating the report which she has now conveyed to the ICC.

“The proof of Russian war crimes in Ukraine has been conveyed,” she wrote.

The 156-page document is based on 60 interviews with former detainees who managed to escape captivity of soldiers and officials of the Russian Federation as well as Russian-backed militants in southern and eastern Ukraine.

The report contains a short overview and references to the description of the venues where the crimes were being committed. Each action described in the report is a confirmed by a direct quote from victims’ testimonies.

Among the war crimes mentioned in the report are deprivation of freedom, physical and psychological tortures, robbery and killings. Some detainees were packed wall-to-wall, sometimes 100 prisoners to a room, with holes dug into the ground for toilets.

Pages of the “Russian War Crimes in Eastern Ukraine” report. Photo from: facebook.com/m.gosiewska

Małgorzata Gosiewska presented the report about the Russian war crimes in the Donbas region in March. On 5 April it was presented in the European Parliament and later in Ukrainian Verkhovna Rada.

“War crimes have no expiration period, and we’d like that the people involved remember about it. We would like them to remember that punishment will be inevitable. I hope that realizing this will help to stop the potential criminals and murderers… Hopefully this will relieve the suffering of those who are still in captivity, or prevent from more harm,” Gosiewska explained while presenting the report in Ukraine’s Verkhovna Rada on 19 April.

The Polish politician emphasizes that these materials must prove Russia’s accountability for the war in Ukraine and crimes committed in Donbas and Crimea. In her opinion, European politicians should reconsider how they deal with Russia after familiarizing themselves with the contents of the report.

Earlier last year another report about crimes against humanity committed by Russian-backed militants was published by the Coalition For Peace and Justice in the Donbas. Titled “Those that lived through hell,” it was based on interviews with witnesses and victims of kidnappings and torture. According to this report, 16% of the imprisoned by the Russian-backed militants in Donbas were forced to witness executions.

OSCE still sees Grads, howitzers, tanks in militant-controlled Luhansk

The OSCE Special Monitoring Mission (SMM) reports that the heavy weapons, namely Grad systems, howitzers, tanks it earlier spotted in the militant-controlled town of Luhansk are still kept there.
”In violation of the respective withdrawal lines, the SMM saw seven multiple launch rocket systems (MLRS; BM-21 Grad, 122mm), seven self-propelled howitzers (2S1 Gvozdika, 122mm), and ten towed howitzers (five 2A65 Msta-B, 152mm, and five D-30 Lyagushka, 122mm) in the city of Luhansk,” the OSCE SMM said in an update based on information received as of 1930 local time on April 25, 2016.
What is more, the SMM observed seven tanks (T-72) in Luhansk.

The OSCE SMM earlier reported that the Russian proxies had not withdrawn their heavy weapons from the contact line, as is stipulated in the Minsk peace agreements.

En plus:

Russia Sent Special Forces Soldiers From Novosibirsk And Paratroopers From Moscow Region To Donbas

Defence Intelligence published information on some units of the Armed Forces of the Russian Federation that are currently deployed in the temporarily occupied Donbas.

This is stated in the Intelligence’s message.

As it became known, a unit of 24th separate brigade of special purpose (Novosibirsk, Russia) is now stationed in the occupied Donetsk. In Novoazovsk that is in the Donetsk region, 45th separate brigade of special purpose of Airborne Troops (Kubinka, Moscow Region, Russia) is deployed.

Intelligence also informed on the stay of modern mobile radio control systems “Svet-KU”, which were taken into the Russian army in 2012, in Pervomaiskyi agglomeration.

It should be recalled that Intelligence named two Russian staff officers who were sent to fight in the occupied Donbas.

Moralité:

There Are No Grounds For Lifting Of Anti-Russian Sanctions, – European Parliament’s Representative

The European Parliament stressed that Russia had not fulfilled certain conditions for lifting of economic sanctions imposed on it by the EU.

This was stated by the head of the European Delegation to the Parliamentary Committee of the EU-Ukraine Association Andrej Plenković after the session of the body in Brussels, – Ukrinform reported.

“We have made it clear that the conditions for any derogation of restrictive measures against Russia are not met”, – said Plenkovych.

He added that the participants of the meeting repeatedly stressed their support of the sovereignty, independence and territorial integrity of Ukraine.

“Implementation of the Minsk agreements should ensure the peaceful reintegration of the temporarily occupied territories in the Donetsk and Lugansk regions, as well as the return of illegally annexed Crimea”, – said Croatian politician.

Recall that US President Obama, Chancellor Merkel, Prime Minister of Great Britain Cameron, French President Hollande and Italian Prime Minister Renz expressed their protest against the Russian occupation and annexation of Crimea.

"Enemy trying to sabotage Minsk agreements; threat to Ukraine's sovereignty and territorial integrity persists," - Poroshenko

As reported by Censor.NET citing Interfax-Ukraine, the president said this during presentation of new and modernized samples of weapons and military equipment of the missile forces and artillery in Divychky village of the Kyiv region on Wednesday.

"More attempts of the enemy to sabotage the Minsk agreements confirm high risks and the threat to Ukraine's sovereignty, territorial integrity, and independence," Poroshenko said.

According to him, in such conditions Ukrainian Armed Forces are putting maximum efforts into reliable control of the demarcation line.

"Under conditions of desperate need, under conditions when our military remain an object of assaults, when their lives are threatened, they have strict order - to repulse the enemy by opening fire for effect, and they act efficiently just as they should," Poroshenko added.

Le rapport du jour de l'OSCE. Augmentation des violences, des centaines d'explosions. Embarassed

Toujours l'OSCE à propos des civils tué hier:

OSCE Noticed 8-9 Craters At Scene Of Shelling In Olenivka

The OSCE monitors have noticed 8-9 craters caused by artillery rounds near the Olenivka checkpoint.

This was stated by Alexander Hug, Principal Deputy Chief Monitor of the OSCE Special Monitoring Mission to Ukraine.

“Monitors arrived to the block post at about 10 a.m. At the scene of the shelling, they have assessed 8-9 craters. According to preliminary estimates, three vehicles were damaged, four people were killed. At the moment, we cannot provide accurate information concerning the number of people who have suffered injuries,” Hug reports.

According to him, members of illegal armed formation LPR have been present in the course of the assessment.

“We will mention their presence in our report. But for presence of militants, we have not faced any other obstacles at the scene of the shelling”, Hug said.

As previously reported, militants opened fire at civilians in the occupied territories to accuse Ukrainian soldiers of violation of Minsk Agreements. In the course of the enemy attack, which took place at 3 a.m. on April 27, Ukrainian soldiers did not open fire in response.

The village of Olenivka is situated in Donetsk region. Since 2014, it has been under the control of militants.

Poroshenko: UN Security Council to gather on Donbas on Thursday

Ukrainian President Petro Poroshenko has announced that the United Nations Security Council will gather on April 28 for an open meeting on escalation in Donbas, the east of Ukraine.

”At 22:00 Kyiv time on April 28, the UN Security Council will gather for an open meeting, which has been initiated by Ukraine`s Permanent Mission to the UN in keeping with my instructions,” Poroshenko tweeted on Wednesday.

In his words, the meeting will focus on escalation in Donbas and Russia`s failure to implement the Minsk peace agreements.

Ukraine will be represented by First Deputy Minister of Foreign Affairs Vadym Prystaiko, Ukraine`s Ministry of Foreign Affairs told UNIAN.

Twisted Evil

U.S. to double its efforts to support Donbas peace process

The United States, working within the Normandy Format, is going to redouble its efforts to move that process forward. This was announced by deputy spokesperson of the Department of State Mark Toner at a briefing in Washington, DC, Censor.NET informs.

"She [Victoria Nuland - ed.] said one of the decisions made at Hanover was that they're going to accelerate their own diplomacy in close coordination, as you note, with the Normandy Format leaders to see Minsk implemented - implemented, rather. And this means restoring security and fundamentally - or one of the fundamental parts of that is OSCE access across the Donbas, the return of hostages, preparations for Ukrainian elections in Donbas that meet international standards and that are in accord with the Ukrainian constitution, and then, of course, the withdrawal of all heavy weaponry and foreign forces.

"And the ultimate goal here is to restore Ukraine's border and sovereignty. These are all parts of the Minsk agreement that have yet to be fulfilled. And so I think she's simply - was stating that we, the United States, working within the Normandy Format, are going to redouble our efforts to move that process forward," Toner said.

Le rapport du jour de l'OSCE.

Comme décrit dans le rapport précédent:

InformNapalm: Olenivka Was Shelled From Terrorists-Controlled Territories

Shelling of Olenivka, Donetsk region, was conducted from eastern positions, currently controlled by militants.

This conclusion was made by InformNapalm volunteer group on the basis of video materials from the scene of shelling.

The volunteers have estimated the form of craters caused by shelling and arrived to the conclusion that fire was conducted from the east. In other words, they doubt conclusion made by OSCE monitors assuring that shelling was carried out from southwestern side. Besides, the assumption of the OSCE monitors that the attack was conducted with weapon of not less than 122mm caliber seems doubtful as well.

“We can understand their attempts to attribute this shelling to Ukrainian Armed Forces, though the size of craters points at smaller caliber: that is the crater caused by large-caliber shells (it is a bit smaller on the asphalt, but still large),” InformNapalm reports by adding that shelling with the use of 122mm weapon would cause much more serious damage.

As previously reported, ATO Staff gave direct evidences proving involvement of militants in shelling in Olenivka.

Reportedly, the distance from the first position of Ukrainian military to the scene of shelling is 6,6 km. In view of military characteristics of 82mm mortars, they cannot be used at such distance.
