Ukraine seeks to replace Russian GSM operators with the European ones

Arseniy Yatsenyuk, Ukraine’s PM, stated that Russia controls the mobile communications in Ukraine.
The Government of Ukraine wants to find the European competitors in order to replace “Kyivstar” and “MTS” mobiles operators, which are in Russian ownership. In order to achieve this goal the Govt’ intends to sell the 3G license for symbolic 1 UAH, while the normal price is around 1 bln UAH.
“I want to make clear the Govt’s position on this issue: We will not allow the monopolization of 3G market. Because now, there’s a monopoly on mobile communications’ market, where Russia controls all cellular communication in Ukraine. My position as a Prime-Minister – this time Russia will not get the monopoly right on all telecommunications licenses in Ukraine.” – he said.
“In order to de-monopolize this market, I am ready to consider the option selling the license for 1 symbolic Hryvnia just to prevent Russian monopoly and in order to attract real European companies, which will compete, making the quality better and the price lower.” – added Mr. Yatsenyuk.
[Edit: "Kyivstar" company is a part of "VimpelCom" holding (de jure Dutch, but de facto Russian), "MTS" is under control of Russian group with the same name, while Turkish "Turkcell" and "SKM" of Rinat Akhmetov are co-owners of "Astelit" company.]
